Job Description - IT Technician

 

Job Title: IT Technician / Support Specialist
Department: Head Start Program 90% / CSBG Operations 10% 
Reports To: Program Operations Team Leader (primary) IT Operations Manager (secondary)
FLSA Status: Non-Exempt
Salary: $45,151 – $50,228
Work Locations: Portsmouth, VA and surrounding Peninsula and Southside agency locations

FUNDING NOTICE: The position will be
reviewed by February 28, 2026, annually to determine funding availability in
the new fiscal year beginning July 1st annually. 

NOTE: The IT Technician will be issued a mobile device to
manage day, evening, and weekend programming at various agency sites.  This position will also be responsible for
attending early morning, evening, and weekend events as assigned.
 Schedule subject to change with
some early morning, evening, and weekend work as assigned by the supervisor.

SUMMARY

The
IT Technician ensures the reliability, performance, and security of the
organization’s technology environment. This role aids with the daily IT
operations, supports infrastructure, and ensures that technology services align
with operational needs.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the
following.  Other duties within the scope
of this position may be assigned.

  • Manages
    and maintains Microsoft Windows applications and systems, various android apps
    and iOS (Apple) integration.

  • Manages
    the acquisition, installation and maintenance of the organization’s local area
    network hardware/software.

  • Manages
    network operations to include: troubleshooting connectivity problems;
    installing & maintaining routers; assessing and reporting operational
    status; performing backups and restores; etc.

  • Ensures
    technology documents/certificates such as product registrations, SSL
    certificates, maintenance agreements, service contracts, etc. related to
    technology operations and/or technology services are evaluated, updated and
    processed.

  • As
    needed and appropriate but no less than annually, provides written technology
    policy guidance to managers, supervisors, staff and consumers/participants.

  • Performs
    routine preventive maintenance on hardware and software.

  • Analyzes
    technology requirements and develops functional specifications. 

  • Conducts
    comparative analysis and competitive bidding when necessary.

  • Assists
    staff in understanding and using technology; conducts regular staff technology
    presentations and trainings.

  • Presents
    and implements technological alternatives to streamline functions and improve
    productivity.

  • Manages
    technology inventory to include procurement and disposal.

  • Ensures
    compliance with all software licensing agreements. 

  • Manages
    and safeguards software media and associated licenses. 

  • Tracks
    software versions. 

  • Maintains
    centralized software use log.

  • Develops
    annual technology goals and detailed plans for goal accomplishment.

  • Creates
    and maintains LAN/WAN maintenance logs.

  • Responsible
    for the discovery, mitigation and documentation of information technology
    risks.  Responsible for the completion of
    monthly risk management reports. 

  • Ensures
    networks, workstations, operating systems and software applications are
    operational; ensures hardware and software is patched and/or updated; ensures
    all analog and broadband circuits are operational in accordance with vendor
    specifications.

  • Ensures
    for the availability, continuity and security of data and information
    pertaining to the organization.

  • Prepares,
    maintains and tests a technology disaster recovery plan.

  • Develops
    and maintains an excellent working relationship with other organizations,
    ensuring the organization is well received and presented professionally and
    positively.

  • Respects
    confidentiality in discussing consumer/participant, staff, volunteer and
    organizational matters; also maintains confidentiality of organization,
    project, fiscal and personnel related information.

  • Maintains
    knowledge on current technology by reading technology periodicals, evaluating
    new technologies and attending trade-shows, technical seminars and training
    sessions.

  • Develops
    and manages technology budget and monitors and approves related
    expenditures. 

  • Reviews
    and approves cost pool expenditures.

  • Prepares
    reports for workshops, seminars, conferences, meetings and trainings attended
    pertinent to the efficient dispatch of duties; overnight travel occasionally
    required.

  • Reports
    to work regularly and on time.

  • Ability
    to travel to the Southside and the Peninsula to perform IT functions for all
    HRCAP sites.

  • Assists
    in other duties as needed and directed.




Requirements

INFORMATION
PRIVACY AND SECURITY

This associate may have
access to Confidential Information (CI) and is required to be familiar with the
HRCAP’s Privacy policy related to the handling of CI, and follow all related
procedures required to protect the privacy and security of CI.

QUALIFICATIONS

Demonstrated oral and written communication skills as well as proven
presentation skills; Moderate to advanced computer literacy including
proficiency using word processing, presentation, and spreadsheet applications.


  • Associate’s degree in
    Information Technology, Computer Science, or related field (or equivalent
    experience). Bachelor degree preferred.

  • 3+ years of experience in IT
    operations, infrastructure management, or related roles.

  • Working knowledge of
    networks, servers, cloud platforms (e.g., Azure, AWS), and IT service
    management.

  • Experience with ITIL
    practices and service management frameworks.

  • Strong troubleshooting,
    analytical, and problem‑solving skills.

  • Excellent communication and
    stakeholder‑management abilities.

  • Criminal and record check and
    Child Protective Services registry required.

Preferred

  • ITIL, CompTIA Network+,
    Security+, or similar certifications.

  • Experience in a multi‑site or
    distributed environment.

  • Experience supporting
    operationally intensive organizations (manufacturing, logistics,
    healthcare, etc.).

Current state driver’s license,
proof of current auto insurance coverage, satisfactory driving record and
working vehicle required.
