Jira Migration SME

Program: New York State of Health (NYSoH)
Location: 22 Corporate Woods Blvd, Albany, NY - 2 days a week in office.
Salary Range: $130,000–$135,000 annually
Employment Type: Full-Time

Position Overview

GDIT is seeking a hands-on Jira Migration Subject Matter Expert (SME) to support the New York State of Health (NYSoH) program, serving more than 7 million New Yorkers through its Health Benefit Exchange.

The initial assignment will focus on migrating requirements currently represented as customized work items in IBM RTC/EWM into Atlassian Jira. Existing NYSoH ELM specialists will provide source-system expertise, while the Jira Migration SME will own Jira target design, migration engineering, execution, reconciliation, and validation.

Experience migrating from a comparable enterprise ALM, requirements, issue-tracking, or work-management platform into Jira is acceptable. Prior IBM RTC/EWM experience is not required. Additional migrations may follow.

How You’ll Make an Impact

  • Lead discovery and migration planning with ELM SMEs, delivery teams, and Jira stakeholders, defining scope, dependencies, risks, cutover strategy, and rollback approach.

  • Design Jira target projects, issue types, custom fields, workflows, permissions, schemes, and relationships to support requirements and traceability needs.

  • Map and transform source records, custom attributes, status histories, links, comments, attachments, and other agreed-upon metadata into Jira while documenting platform limitations.

  • Select and configure migration utilities.

  • Build and execute REST API integrations, scripts, and repeatable extraction, transformation, and loading processes.

  • Perform proof-of-concept and pilot migrations.

  • Reconcile record counts and field-level results, resolve migration defects, and support user acceptance testing.

  • Execute production migration and post-cutover stabilization while minimizing disruption to program delivery.

  • Produce mapping specifications, migration runbooks, validation evidence, operational documentation, and knowledge-transfer materials.

Required Qualifications

  • Demonstrated hands-on ownership of at least one completed migration from a comparable enterprise platform into Jira.
