(Job RF- 1146) Service Director

Key Responsibilities

• Lead, supervise, and coordinate all operations across multiple service divisions
• Develop and implement strategic goals, annual work programs, and performance metrics
• Prepare and manage departmental budgets, reports, and records
• Oversee capital improvement planning and pursue funding opportunities
• Ensure compliance with city, state, and federal standards through field inspections and project reviews
• Serve as the appointing authority for department personnel and oversee HR policies, safety programs, and regulatory compliance
• Represent the department in meetings with City Council, residents, and external agencies
• Administer contracts and develop specifications for public works equipment and services
• Foster collaboration across departments and maintain accountability at all levels
• Champion community engagement and transparent communication

Strong Leadership: Proven ability to motivate teams, foster collaboration, and maintain accountability across divisions

Technical Expertise: Solid background in public works operations (streets, water, sewer, infrastructure); capital improvement planning experience required

Credentials: Must possess a valid Ohio Professional Engineer (PE) license

Strategic Vision: Ability to anticipate community needs and implement innovative, resource-conscious solutions

Communication Skills: Approachable, transparent, and able to clearly convey complex issues to residents, staff, and elected officials

• Bachelor’s degree in Civil Engineering or related field (Master’s preferred)
• Valid Ohio PE license (required)
• 7+ years of progressively responsible experience in public works or municipal services
• Demonstrated success in managing large teams and multimillion-dollar budgets
• Experience with grant writing, intergovernmental coordination, and infrastructure planning
