Job Description - JOC Superintendent, Topeka KS

The JOC Superintendent is responsible for supervising and coordinating all field operations for task orders issued under a Job Order Contract (JOC) at the Veterans Administration Hospital. This individual ensures that construction activities comply with VA regulations, project specifications, safety standards, and the project schedule. The role involves collaboration with subcontractors, government personnel, quality control officers, and other stakeholders to deliver high-quality, on-time, and compliant construction services.


Key Responsibilities:



  • Serve as the on-site representative for all construction activities under the JOC contract at the VA Hospital.

  • Plan, coordinate, and supervise daily field operations, including scheduling of subcontractors, trades, and materials.

  • Enforce and monitor compliance with VA and OSHA safety regulations; ensure all safety protocols are implemented and documented.

  • Conduct daily inspections and ensure quality control standards are met across all work activities.

  • Interface with VA personnel including the Contracting Officer, COR, inspectors, and facility staff to maintain communication and resolve on-site issues.

  • Review project task orders and scopes of work to ensure accurate execution in line with VA requirements.

  • Maintain and update construction logs, progress reports, safety records, and schedules.

  • Coordinate site access, logistics, and work sequencing to minimize disruption to hospital operations.

  • Install Infection Control (ICRA) Barriers when working in patient sensitive areas of the facility.

  • Attend and lead project meetings, including pre-construction, coordination, and close-out meetings.

  • Assist in pricing, planning, and execution of multiple small- to mid-sized task orders simultaneously.

  • Maintain redline drawings and assist in development of as-built documentation.

  • Ensure subcontractors and labor are managed according to project needs and contract requirements.

  • Some travel may be required based on company work load.


Required Qualifications:



  • Minimum of 5 years of experience in commercial or government construction, with at least 2 years in a superintendent or site management role.

  • Experience working with Job Order Contracting (JOC) or Indefinite Delivery/Indefinite Quantity (IDIQ) contracts preferred.

  • Experience working in an active healthcare or VA facility highly preferred.

  • Strong knowledge of federal construction regulations and VA standards (e.g., VA Master Specifications, PG-18-1).

  • OSHA 30 Certification required; additional VA-specific safety training is a plus.

  • Strong leadership, organizational, and communication skills.

  • Proficiency in project management software (e.g., Procore, MS Project, or similar).

  • Ability to read and interpret blueprints, specifications, and contracts.

  • Must be able to pass a federal background check and obtain VA hospital clearance.

  • Must be able to pass a 9 panel drug screen.

  • Valid driver's license required.


Working Conditions:



  • Must be able to work in an active hospital environment while adhering to infection control procedures.

  • Ability to walk, climb, and lift moderately heavy objects in a construction environment.

  • May require after-hours or weekend work depending on project needs.


Preferred Qualifications:



  • Previous experience with Veterans Affairs or other federal healthcare agencies.

  • Familiarity with RSMeans or similar unit price estimating systems.

  • Certification in Construction Management or a related field.
