POSITION SUMMARY
Technical Systems Integration (TSI) seeks a Junior-Level Capability Assessments, Experimentation & Future Requirements analyst to support the Naval Surface and Mine Warfighting Development Center (SMWDC) Headquarters in San Diego, CA. This entry-level analytical position provides an excellent opportunity to begin a career in naval capability assessments and requirements development while supporting surface warfare readiness initiatives. The successful candidate will work alongside senior analysts to support fleet experimentation programs, document development, and staff operations planning.
ESSENTIAL FUNCTIONS
Capability Assessment Support
-Assist with capability assessments across SMWDC-owned mission areas in support of SMWDC HQ, Fleet Forces Command (FFC), and OPNAV initiatives
-Support development of issue papers and concept papers related to future requirements and capability improvements
-Assist with assessment of investments and comparison of Program Objective Memorandum (POM) requirements to actual execution
-Help compile and analyze technical information for capability assessment reports and documentation
Documentation & Technical Writing
-Assist in drafting white papers, issue papers, concept papers, impact statements, and meeting summaries
-Support development of Concepts of Operation (CONOPS), Concepts of Employment (CONEMPs), and operational requirements documents
-Help develop and review Tactics, Techniques, and Procedures (TTPs) documentation
-Support creation of technical reports documenting analyses and SMWDC planning activities
Fleet Experimentation & Analysis Support
-Provide support to Fleet Experimentation (FLEX) program activities and new technology assessments
-Assist with Technical and Modernization Working Groups and Surface Warfare Enterprise initiatives
-Support data collection and analysis for impact studies and operational cost/benefit analysis
-Help prepare reports, summaries, and documentation for organizational action items and responsibilities
Staff Operations & Planning Support
-Assist with Staff and Fleet operations and planning procedures
-Support coordination with SMWDC stakeholders and external organizations
-Help evaluate surface force mission area readiness through indirect analysis of performance metrics
-Provide administrative and analytical support to senior staff during planning activities and assessments
Technical Applications & Data Management
-Support use of Adobe Acrobat and Microsoft Office Suite Applications (PowerPoint, Excel, Word, Teams, Outlook, and SharePoint)
-Assist with database management and information compilation for capability assessments
-Help maintain documentation and filing systems for ongoing projects and assessments
-Support preparation of briefing materials and presentations for leadership
REQUIRED QUALIFICATIONS
Experience:
-5+ years of military experience (qualified SWO preferred)
-3+ years of recent experience in technical writing including white/issue papers, CONOPS, CONEMPs, or similar documents
-Experience with Staff or Fleet operations and planning procedures
Required Technical Skills:
-3+ years of recent proficiency with Adobe Acrobat and Microsoft Office Suite Applications (PowerPoint, Excel, Word, Teams, Outlook, and SharePoint)
-Basic understanding of technical writing standards and documentation processes
-Familiarity with military planning and operational procedures
Required Competencies:
-Strong attention to detail and ability to follow complex procedures
-Basic analytical and technical writing capabilities
-Interest in surface warfare operations and capability assessment methodologies
-Ability to work collaboratively in team environments and support senior analysts
PREFERRED QUALIFICATIONS
Technical Expertise:
-Warfare Tactics Instructor (WTI) qualification in AMW, ASW/SUW, or IAMD
-Aviation Officer qualification acceptable
-Experience with Fleet Experimentation (FLEX) program or similar initiatives
-Basic knowledge of acquisition processes and requirements development
Domain Knowledge:
-Understanding of surface warfare mission areas and fleet operations
-Knowledge of Navy training and readiness assessment processes
-Familiarity with surface force operational planning and staff procedures
Professional Background:
-Experience supporting major Navy training commands or staff organizations
-Previous work with technical documentation or capability assessment programs
-Background in military staff operations or fleet planning activities

COMPLIANCE REQUIREMENTS
-Security Clearance: SECRET (current and active)
-Citizenship: U.S. Citizenship required
-Background Check: NCIS background check required
-Travel Requirements: Limited travel up to 15% for meetings and conferences
PHYSICAL REQUIREMENTS
-Ability to work in a standard office environment with extended periods of computer work
-Extended periods of detailed analysis and technical writing tasks
-Ability to attend meetings, conferences, and collaborate in various work settings
WORK LOCATION
Primary Location: Naval Surface Mine & Warfighting Development Center HQ
4170 Norman Scott Road, Bldg 3232, Suite 4, San Diego, CA 92136
Work Schedule: Monday-Friday, 0730-1600 (40-hour work week)
Occasional extended hours during major assessments and project deadlines
