Knowledge Management Specialist

POSITION SUMMARY

Technical Systems Integration (TSI) seeks a Mid-Level Knowledge Management/Graphic Design specialist to support the Naval Surface and Mine Warfighting Development Center (SMWDC) Surface Warfare Technical Division (SWTD) in Dahlgren, VA. This role combines information management expertise with graphic design capabilities to support SWTD's analytical and technical mission areas. The successful candidate will manage web-based collaboration platforms, create professional graphics and briefing materials, and ensure information accessibility and standardization across all SWTD lines of effort.

ESSENTIAL FUNCTIONS

Web Platform & Information Management

-Upload, manipulate, and maintain information on SWTD Collaboration at Sea (CAS) web pages

-Maintain CAS pages in approved format ensuring content is current and tactically relevant

-Manage and organize digital information repositories and knowledge management systems

-Ensure information accessibility and proper classification marking across all platforms

-Coordinate with SWTD staff to maintain current and relevant technical content

Graphic Design & Visual Communications

-Provide high-end graphic support to military and civilian staff in preparing briefing and fleet support materials

-Standardize briefs and graphics to support analytic and technical efforts across all SWTD lines of effort

-Create professional visual materials using Microsoft Office suite and graphics arts applications

-Ensure compliance with SMWDC briefing standardization requirements (SMWDCINST 3320.1)

-Develop charts, diagrams, and visual aids that enhance understanding of complex technical concepts

Database Management & Technical Support

-Maintain proficiency in Microsoft Access for database management and data entry

-Support data organization and retrieval for SWTD analytical and technical projects

-Provide technical assistance to staff regarding information systems and graphic design tools

-Coordinate with IT support to ensure compatibility with Navy Marine Corps Intranet (NMCI) classified networks

Documentation & Standardization Support

-Ensure all briefing materials and graphics meet SMWDC standardization requirements

-Support development of style guides and templates for consistent presentation formats

-Maintain document version control and ensure proper distribution of materials

-Coordinate with other SWTD divisions to ensure consistent branding and presentation standards

REQUIRED QUALIFICATIONS

Experience:

-3+ years of recent Navy SharePoint and Collaboration At-Sea (CAS) experience

-Demonstrated experience with web content management and digital information systems

Required Technical Skills:

-Recent proficiency in Microsoft Word, Excel, PowerPoint, and Access (database management and entry)

-Experience with graphics arts applications and digital design tools

-Knowledge of Navy Marine Corps Intranet (NMCI) and classified network operations

-Understanding of web page development and maintenance procedures

Required Competencies:

-Strong attention to detail and ability to maintain information accuracy

-Understanding of military briefing standards and presentation requirements

-Ability to work with classified information and maintain proper security protocols

-Excellent coordination skills for working with diverse staff and stakeholders

PREFERRED QUALIFICATIONS

Technical Expertise:

-Experience with Adobe Creative Suite or equivalent professional design software

-Knowledge of advanced SharePoint administration and customization

-Familiarity with database design and management beyond basic data entry

-Experience with video production and multimedia content development

Domain Knowledge:

-Understanding of surface warfare operations and technical terminology

-Knowledge of Navy tactical publications and documentation standards

-Familiarity with Defense Information Systems Agency (DISA) and NMCI requirements

Professional Background:

-Previous experience supporting major Navy technical commands or warfare development centers

-Background in information management, web development, or graphic design within military environments

-Experience supporting analytical organizations or technical research and development activities

COMPLIANCE REQUIREMENTS

-Security Clearance: SECRET (current and active)

-Citizenship: U.S. Citizenship required

-Background Check: NCIS background check required

-Travel Requirements: Minimal travel up to 10% for coordination and training

WORK LOCATION

Primary Location: Surface Warfare Technical Division (SWTD)

Work Schedule: Monday-Friday, 0730-1600 (40-hour work week)

Standard business hours with occasional flexibility for project deadlines
