Responsible for managing the administration of tribal land assignments and overseeing housing assistance programs for the Prairie Island Indian Community. This position coordinates land assignment processes, transfers, beneficiary documentation, and land use compliance while providing oversight of housing assistance programs funded through federal and state grants. The Land Services Manager works closely with community members, and external agencies to ensure effective land governance and access to housing resources for tribal members.
ESSENTIAL DUTIES AND RESPONSIBLITIES:

Serves as the primary contact for land services and housing program inquiries from tribal members.
Administers the tribal land assignment system including assignment transfers, relinquishments, beneficiary changes, home site completion extensions, and land distribution documentation.
Maintains and manages land assignment records, files, and mapping documentation related to tribal home sites, including the issuance of assignment notices, reminders, compliance letters, and certified correspondence related to land assignment deadlines and requirements.
Coordinates with general counsel, and other departments on land assignment approvals and resolutions.
Assists with the development and implementation of land assignment policies, procedures, and administrative processes.
Manages assistance programs as assigned.
Coordinates with builders, developers, engineers, and surveyors on housing construction and home site development activities.
Supports updates to tribal land maps, surveys, and subdivision documentation as needed.
Coordinates with external agencies including the Bureau of Indian Affairs, state housing organizations, and regional housing associations.
Participates in regional housing and land management meetings, training opportunities, and conferences.
Assists in the development and implementation of policies, procedures, and forms related to assigned programs.
Assists in developing and managing program budgets related to land services and housing assistance programs.
Tracks expenditures and maintain financial documentation related to grant funding and program operation.
Other duties as assigned.
MINIMUM QUALIFICATIONS:

Bachelor’s degree in public administration, business administration, land management, urban planning, Tribal Governance, or related field; OR
A combination of education and professional experience totaling six (6) years in tribal land administration, housing programs, real estate, construction, land management, or government program administration.
Minimum three (3) years of progressively responsible experience in land administration, program administration, real estate transactions, property management, or public sector program management.
Experience working with tribal land assignments, property records, mapping systems, or land documentation processes preferred.
Excellent written and verbal communication skills and the ability to prepare reports, presentations, and official correspondence.
Strong computer skills including Microsoft Office (Word, Excel, Outlook).
Ability to maintain strict confidentiality and professionalism.
Sensitivity to Native American culture and tribal governance structures.
Must pass drug screen (UA) and criminal background check. Valid driver’s license and proof of insurability
PHYSICAL DEMANDS
Must have the ability to lift and carry up to 25 pounds. Must be able to sit for long periods of time with occasional standing or walking.
REQUIRED TRAINING
Effectively Handling Harassment Training; Any position-related training as determined by department manager.
WORKING ENVIRONMENT
Work is performed primarily in an office setting but may include occasional outdoor activities related to land site visits, housing development coordination, or community meetings.
