Job Description - Lead Administrative Analyst

Summary This position is located in the United States Department of Agriculture (USDA), Office of the Secretary (OSEC), Office of the Executive Secretariat (OES). The Lead Administrative Analyst is to lead the facilitation of program activities, manage communication documents of varying complexities, official documents, records, training plans; and to contribute to and enforce OES policies and procedures development. . Responsibilities Mediates issues among operating and staff offices, communicates Secretarial decisions, and ensures the implementation of those decisions. Works with other federal agencies to coordinate analysis of, and input on agency policy decisions impacting USDA activities. Provides technical and administrative guidance to OES staff in the analysis, processing, and editorial style of documents. Serves on the OES leadership team to review, update, and apply administrative principles, concepts, policies, and objectives. Ensures compliance with policies and procedures and facilitates a variety of administrative actions characterized by unique requirements and coordination for OES staff actions and correspondence. Examines current Departmental policies to determine appropriate policy and procedures in relation to assigned tasks. Analyzes applicable information and quantitative data and organizes and presents information to include recommendations both formally and informally via oral and written means. Advises on the effectiveness of existing operating policies and practices. Proposes changes to OES policies and practices on writing, document workflows, employee training, automation requirements, and other key steps in document processing. Leads a team of GS-07 to GS-12 administrative employees in the process of implementing a successful program that significantly impacts administrative functions and preparation of diverse documents for OES. Provides leadership in order to set priorities and direct actions to ensure the efficiency and effectiveness of overall team operations and programs. Reviews and assesses team’s performance and quality of work and supports OES’s continuous improvement efforts. Resolves simple, informal complaints of employees and refer others, such as formal grievances and appeals, to the supervisor. Intercedes with the supervisor on behalf of the team to inform the supervisor of performance management issues/problems and to recommend/request related actions. Applies knowledge of and adheres to Departmental civil rights policies, goals, and objectives, with a philosophy of valuing diversity in performing everyday duties and responsibilities. Experience working in an Executive Secretariat Office, due to the fast-paced, time-sensitive environment, is highly valued and appreciated. Experience at the Secretarial/Executive Level is especially valued. Requirements Conditions of Employment Qualifications Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions and specialized experience, as defined below. Time in grade: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. Specialized Experience: At the GS-13: One year of specialized experience, equivalent to the GS-12 level in the Federal service or equivalent responsibility in the private sector/pay systems that has equipped the candidate with the particular competencies to successfully perform as a Administrative Analyst. For this position, the specialized experience includes all of the following: Providing leadership necessary to accomplish administrative functions; and Evaluating a variety of program issues and proposing resolutions; and Recommending changes on administrative policies and procedures to improve operations. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education There is no education substitution for the GS-13 grade level. To exercise selection priority for this vacancy, CTAP/RPL candidates must meet the basic eligibility requirements and all selective factors. When assessed through a score-based category rating method, CTAP applicants must receive a rating of at least 85 out of a possible 100. Farm Service Agency (FSA) County Employees: Permanent County employees without prior Federal tenure who are selected for a Civil Service position under Public Law 105-277 will be given a career-conditional appointment and must serve a 1-year probationary period. This position may be eligible to telework up to four days per week, based upon the duties of the position. This position may also be eligible for flexible work arrangements as determined by agency policy and any applicable collective bargaining agreements.
