Overview

The Lead Housing Inspector, under general supervision, is responsible for overseeing inspections and scheduling for all development projects, home repair programs, homebuyer assistance programs, homeless housing, other housing related projects, leads/conducts lower-level inspectors, and maintains paperwork and information.

Essential Functions

1 Inspects, reviews, and evaluates a wide range of housing developments, initiatives, and programs throughout the City; ensures all housing passes standard HQS inspection regulations and standards.

2 Checks and evaluates grounds, structures, exterior surfaces, windows, doors, HVAC, electrical, plumbing and all facets of housing construction; identifies and determines issues, non-compliant areas, or faulty construction.

3 Visits and inspects homeless housing sites; evaluates all aspects of housing and provides detailed paperwork on inspection findings.

4 Understands and communicates housing standards, regulations, and policies; assists and supports other Inspectors with challenging issues or construction problems.

5 Reviews change orders for eligibility.

6 Provides extensive evaluation and inspection for new housing construction; inspects and monitors infrastructure and performs consistent project inspections to ensure standards are maintained.

7 Reviews detailed documentation and paperwork for inspection and status of construction; documents inspection work on all housing projects and programs throughout the City.

8 Approves schedules, priorities, and standards for achieving goals; recommends or adjusts work priorities and activities, projects schedules, resources, and work plans as required.

9 Assists management with the implementation of inspection procedures, policies, and standards and scheduling of inspector training; provides sound recommendations and handles various requests from residents and property owners in the field.

10 Performs challenging inspections and provides expertise for non-routine projects and technical issues; reviews licenses and permits to ensure all required documentation is current; assists, supports, and provides leadership for various inspection scenarios.

11 Supports contractor recruitment, onboarding, and technical assistance for all contractors.

12 Evaluates and ensures inspection goals are met in a timely manner and works to increase productivity; oversees the identification of discrepancies and non-compliant issues while also ensuring the appropriate enforcement of rules and regulations.

13 Provides quality customer service by communicating effectively with customers and responding to issues or concerns timely and professionally.

14 Performs any and all other work as needed or assigned.

Knowledge and Skills

1 Knowledge of city, state, or federal codes, ordinances, rules, regulations and standards in construction and related projects.

2 Knowledge of safety rules and precautions for construction and related inspection.

3 Knowledge of construction and building trades and inspection procedures and determining non-compliant issues.

4 Ability to coordinate and facilitate inspection and related work for the department.

5 Ability to read and interpret various schematic diagrams, construction plans, and specifications.

6 Ability to resolve challenging issues and provide technical expertise when requested.

7 Ability to communicating effectively orally and in writing.

8 Ability to produce written documents/reports with clearly organized thoughts.

9 Ability to keep accurate records; comprehend and make inferences from written material.

10 Knowledge of customer service practices and principles.

11 Ability to assist and provide guidance for other personnel performing inspections and related work.

MINIMUM QUALIFICATIONS

EDUCATION:

  • High School Diploma or GED

EXPERIENCE.

  • Seven (7) years of experience performing construction inspection.

LICENSES:

  • Valid driver's license with good driving record 



Salary Range

 

$62,379.20 - $76,585.60


 

The salary listed on this job posting is the starting salary range; amount offered will depend upon qualifications.
