Job Description - Lead IT Procurement Officer

Seeking a Lead IT Procurement Officer who will provide oversight and project management. The resource will also be expected to make acquisition of products / services / technical staff in accordance with state laws and Information Technology Services (ITS) procurement guidelines. Additionally:

Research, evaluate and acquire products based on need and solutions desired.

Create Request for Proposals (RFPs) by following the procurement guidelines for the RFP process.

Create other solicitations to acquire goods and services.

Review / score proposals, bids and quotes.

Analyze information to determine the best products and services for the Agency's needs.

Partner with ITS to obtain oversight and leadership on various IT projects.

Communicate with the internal user community and the external vendor community and potential vendors.

Requirements

Skills	Required/Preferred	Years	Candidate Experience
Experience gathering, documenting, and communicating business requirements and / or user stories.	Required	10+
Experience defining and documenting business requirements, user stories, processes and workflows.	Required	10+
Experience with organizing project teams and work plans for multiple projects.	Required	10+
Experience as a business analyst and / or project manager.	Required	10+
Experience working in State Government.	Required	10+
Experience creating solicitations to acquire IT software and services.	Required	10+
Certified Mississippi Purchasing Agent Certification (CMPA)	Preferred
