Job Description - Lead Program Navigator

POSITION TITLE: Lead Program Navigator - WGA



JOB SUMMARY
Under the general direction of the Senior Manager – Career Development, the Lead Program Navigator - WGA (WA Grant for Apprenticeship) will independently complete routine and non- routine processes including meeting with potential participants, approving, and determining funding as well as tracking and recording expenses for the Washington College Grant program. The Washington College Grant Program is managed by the Washington Student Achievement Council(WSAC). This position will have regular contact and communication with the program funder, will complete program reports, and design and implement internal systems to improve efficiency and accuracy of the program.  The Lead Program Navigator will work with WG staff, ANEW staff, and participants. This person will perform with a high level of efficiency and accuracy, and explain the funding disbursement process to participants, staff and the general public. The Lead Program Navigator must follow program agency and grant guidelines as well as ANEW internal procedures and policies.

ESSENTIAL FUNCTIONS



•    Serve as one of the primary points of contact for the Washington College Grant.
•    Responsible for orientations of program participants, interviews, screening, and determining eligibility
•    Build and maintain successful relationships with program partners
•    Assist the Senior Manager – Career Development with the implementation and development of the WSAC grant programs including creating and or revising policies and procedures within WSAC grant guidelines
•    Coordinate and manage team outreach efforts and travel as required
•    Determine participant eligibility as per agency guidelines and ensure that maximum funding amounts and timelines are not exceeded
•    Schedule appointments to meet with participants 1-on-1 to advise them of the award, their responsibilities and how to access funding
•    Monitor participants satisfactory progress, track current standing and RSI requirements to program completion


•    Assist with the development of programmatic budget tasks including reconciling grant funds between Salesforce CRM, database, QuickBooks and finance team members while ensuring accuracy


•    Submit monthly reports, communicate any challenges and successes to the Senior Manager – Career Development


•    Supervision of a team of Program staff up to 5 FTE
•    Verify participant employment status and quarterly participant self-attestation
•    Maintain records both electronically and paper hard copies for auditing purposes
•    Ensure participant data is correct and up to date for reporting
•    Communicate award status with participant, WG-A Program Manager, and WG-A Finance Assistant
•    Submit monthly reporting to WG-A Program Manager and/or senior leadership
•    Approve and coordinate with finance team to disburse funds as requested by participant.
•    Ability to solve problems and make decisions independently
•    Ability to work both independently and as a member of a team
•    Assist with the performance of outreach activities, including assisting apprenticeship programs through the enrollment process into the WA Grant for Apprenticeship Program
•    Prioritize and organize workload
•    Manage time and projects to meet deadlines
•    Perform other duties as assigned



MINIMUM / REQUIRED QUALIFICATIONS
•    High School diploma or equivalent required (Associate’s, bachelor’s or master’s degree preferred)
•    Minimum of 2 years of industry related support service experience


•    Minimum of 2 years supervisory experience


•    Experience being responsible for program outcomes and grant reporting.
•    Demonstrated proficiency in Microsoft Office suite (Word, Excel, PowerPoint, Outlook, Access, SharePoint), Salesforce, and general office equipment
•    Ability to travel 25% of the time when necessary
•    Demonstrated commitment to economic, racial, and social justice and an understanding of the ways institutions and systems hurt communities of color through both conscious and unconscious bias
•    Flexibility and adaptability in working with a growing non-profit
•    Strong communication and administrative skills with a proven track record of managing multiple projects
•    Experience in working with collaborative partnerships 



CONDITIONS OF EMPLOYMENT AND OTHER REQUIREMENTS


•    Background screening through Washington State Patrol
•    Ability to work flexible schedule to include evening and or weekend
•    Reliable transportation to and from ANEW Office in Tukwila, Washington
•    Proof of citizenship or other authorization for employment
•    Continuation of employment is contingent upon performance
•    Continuation of this position is dependent on achievement of performance goals and availability of funding



WORK LOCATION: ANEW  Tukwila  Training  Center and Satellite locations as assigned. This position may include up to 25% of travel. 
WORK SCHEDULE: This is a full-time, exempt position. Regular workweek is 40 hours, Monday through  Friday  
Business Hours: 8am-4:30pm.  Occasional evenings, weekends, and some travel may be required. REPORTS TO: Senior Manager – Career Development



SALARY
This position is an exempt salaried  position with a starting salary range of $74,513 - $79,085.38 Per Year. This position is grant funded and continuation of this position is subject to funding.
The starting salary is based on education and experience.



BENEFITS
This position is an exempt position. The person in this position is expected to serve a 90-day probation period. Benefits will not be included until and unless the position is made permanent, which is contingent upon performance evaluation, funding, board direction, and potential re- development of the organization and its training/service delivery models. If the position is more than 30/hours per week, a portion of medical benefits will be paid by the employer, these medical benefits will include medical, dental, and vision benefits.


A  portion  of  the  medical  premium  is  made  by  the  employee  through  a  pre-tax  contribution  at time   of payroll posting. Employees at 30/hours a week or greater qualify for full benefits and pay a pre-tax contribution of $80 per month. Additional employer paid benefits include basic life insurance, vacation, sick leave, holiday pay and taxes as required by law. ANEW employees are eligible to receive a 4% match to 401k profit sharing plan after one year of continuous employment. Employees are not permitted to use paid sick or vacation time until completion of their 90-day probationary period.
