Equal Access is partnering with a well-established affordable housing property management organization with a portfolio spanning the Bronx, Brooklyn, and Manhattan. The firm develops and manages a diverse mix of multifamily properties supported by programs including LIHTC, HOME, and project-based vouchers (PBV). As a Leasing Specialist, you will own the full leasing lifecycle: from Housing Lottery administration and applicant processing through income certification, lease execution, and resident orientation, with ongoing re-rental activity layered in as well.
This is a tenant-facing, compliance-grounded position. A meaningful portion of the work is regulatory: interpreting program rules, assembling audit-ready files, and keeping every step of applicant activity aligned with HPD, HDC, DHCR, LIHTC, HOME, Section 8, and PBV requirements. You will report to the Director of Marketing and work on-site at our client's University Avenue office. This is not a leasing role at a conventional market-rate property. The regulatory complexity of affordable housing programs is real, and comfort with that complexity is a baseline requirement, not a nice-to-have.
This role is:
A full-cycle leasing position covering lottery administration, eligibility processing, lease execution, and re-rentals
Compliance-adjacent work requiring day-to-day fluency with LIHTC, Section 8, PBV, HOME, and related program rules
A high-volume file management role where organization and accuracy directly affect regulatory outcomes
A resident- and applicant-facing position requiring clear, patient communication across varied audiences
A cross-functional role coordinating closely with property management and maintenance teams
This role is NOT:
A compliance officer position, but you do need to be comfortable reading and applying program rules
Remote or hybrid in any capacity
A role where leasing volume is light or pipeline management is informal
A fit for someone whose affordable housing experience is limited to conventional or market-rate leasing
2 to 5 years of affordable housing leasing experience, with direct involvement in Housing Lottery administration, NYC Housing Connect experience strongly preferred
Working knowledge of LIHTC, Section 8, PBV, HOME, and related income-restricted housing programs
Hands-on experience completing income certifications and eligibility determinations
Familiarity with RealPage or a comparable property management platform
Solid proficiency in Microsoft Office, particularly Excel and Outlook
Strong organizational habits with the ability to manage multiple applicant files simultaneously under regulatory deadlines
Clear, patient communicator who can walk applicants through the lottery and leasing process without jargon
Bilingual in English and Spanish is a plus
Coordinate lease-ups through NYC Housing Connect and other lottery platforms, managing applicant communications from initial contact through eligibility determination
Process lottery applicants in compliance with HPD, HDC, DHCR, LIHTC, HOME, Section 8, PBV, and other applicable program requirements
Maintain applicant waitlists and ensure all lottery activity meets regulatory deadlines and Fair Housing guidelines
Assemble complete, accurate, and audit-ready leasing files for affordable housing lotteries
Conduct targeted outreach using affordable housing lottery waitlists for current and future vacancies
Promote available units through NYC Housing Connect, digital channels, and community outreach
Manage re-rental activity across stabilized communities, including vacancy marketing, unit turnover coordination, and lease execution
Conduct apartment tours, facilitate lease signings, and lead new resident orientations
Complete income certifications and eligibility determinations in accordance with applicable program rules
Maintain resident and applicant files in full compliance with LIHTC, HOME, Section 8, PBV, DHCR, HPD, and HDC requirements
Track Housing Lottery pipeline metrics, applicant flow, and vacancy data
Contribute to vacancy, rent roll, compliance, and leasing reports
Support occupancy goals through consistent, proactive applicant management and coordination with property management and maintenance teams
