Legal Collections Specialist ROLE We need a Legall Collections Specialist at the U.S. Attorney's Office, Northern District of California (USAO NDCA). The USAO NDCA's Financial Litigation Program (FLP) is responsible for the collection of criminal and civil debts owed to the United States and victims of crime. In this role, you will provide financial analysis and investigative services to support Assistant United States Attorneys (AUSAs) and FLP staff in debt collection activities, including conducting financial investigations, analyzing complex financial records, tracing the movement of funds, identifying assets, preparing detailed reports, and drafting written discovery. RESPONSIBILITIES
Conduct financial analyses of individual, partnership, and corporate judgment debtors
Determine collectability of assets through detailed review of financial statements and credit reports
Review tax returns, insurance information, real property escrow and lending materials, and bank statements
Trace the movement of funds and identify assets available to satisfy judgments
Assess a debtor's ability to make payments based on financial review findings
Prepare detailed written financial analysis reports for AUSAs and FLP staff
Draft clear conclusions regarding collectability with emphasis on assets readily available to pay judgments
Identify assets recoverable under the Federal Debt Collection Procedures Act
Provide recommendations regarding further investigatory action in written reports
Draft interrogatories, requests for production of documents, and subpoenas
Direct discovery to debtors, family members, businesses, banks, brokerages, title insurers, and lenders
Obtain and evaluate results from computerized database searches and public records
Review judgment and lien information, Secretary of State filings, and SEC filings
Monitor and track obligation and expenditure of funds and detect and reconcile fiscal discrepancies
Develop work breakdown structures and prepare charts, tables, graphs, and diagrams
Provide verbal reports to AUSAs, support staff, and division supervisors as needed
Prepare and deliver monthly invoices to the Project Officer and Contracting Officer via email and hard copy
Provide ancillary office support functions in support of Financial Litigation Program operations
BACKGROUND/REQUIRED EXPERIENCE
Three (3) years of Accounting OR Financial Management experience; Federal Government environment experience preferred
Knowledge of financial analysis for individuals, companies, and partnerships including financial statements, tax returns, and bank records
Knowledge of business entity structures including corporations, partnerships, LLCs, family trusts, and estate-planning trusts
Knowledge of debt collection techniques including garnishment, execution, and appointment of receivers
Knowledge of budget allocation, execution, and administration processes
Ability to assess products and procedures for compliance with government standards and accounting principles
Familiarity with activity-based costing, business case analysis, and outsourcing requirements
Familiarity with interrelationships between financial management requirements and automated solutions
Proficiency with Microsoft Excel, Microsoft Access, and online computer databases
Ability to communicate effectively orally and in writing with AUSAs, staff, supervisors, and external parties

Bachelor’s degree in Accounting, Business, Economics, Finance, or a related field

Regularly required to sit for extended periods up to 80% of the time; frequently required to move about to access file cabinets and use office equipment such as PC, copier, fax, telephone, cell phone, etc. Occasionally required to reach overhead, bend, and lift objects of up to 10 lbs. Specific vision abilities required by this job include the use of computer monitor screens up to 80% of the time.
