Legal Connection, Support & Intervention Program Supervisor

Office of Developmental Supports
Location: 9 Parkway Center, Pittsburgh. PA 15220

Summary
The Legal Connection, Support & Intervention (LeCSI) Program Supervisor is a professional position 
within the Office of Developmental Supports (ODS), Allegheny County Department of Human 
Services (DHS). This position is responsible for leading a team of LeCSI Program Coordinators who 
work directly with individuals registered with ODS who also have legal system involvement. 
This position requires the development and maintenance of relationships with legal system as well 
as community resource partners. Through these partnerships we look to establish streamlined 
procedures maximizing access to justice and minimizing trauma for LeCSI participants.
Finally, we look for this position to develop innovative responses to identified gaps in coordination 
with cross-system partners within DHS as a whole, as well as: Justice Related Services, Pretrial 
Services and the Behavioral Assessment Unit, Office of the Public Defender, District Attorney’s 
Office, Problem Solving Courts Team, Torrance State Hospital, and others.


Essential Duties and Responsibilities
  • Oversee the day-to-day operations of the LeCSI team and the 4 LeCSI Program Coordinators. 
  • Training, supporting, and acting as a resource to all LeCSI Program Coordinators. 
  • Facilitating team learning regarding all legal system processes and how to best support  participants in those processes. 
  •  Providing individual support through regularly scheduled meetings with the LeCSI Program Coordinators.
  • Tracking and analyzing data to identify trends, efficacy of current programs, and ID/A service system gaps for individuals involved with the legal system, and legal system service gaps. 
  • Collaborating with the participants’ legal and support teams to translate between systems, ensuring each side understands the reality of the other. This will involve explanations in court proceedings and support team meetings and, in rare occurrences, testimony.
  • Ensuring court and justice system facility compliance with ADA and all needed accommodations for assigned program participants.
  • Supporting the work with program participants beyond the resolution of charges to remain a trusted point of contact and to develop plans to avoid recidivism.
 
Knowledge, Skills and Abilities:
• Knowledge of child and adult serving systems within the Department of Human Services.
• Skilled at facilitation of meetings and conversation.
• Possess an understanding of the principles of Trauma Informed Care 
• Experience with at least one division of the system and its opportunities and challenges.
• Comfortable attending court hearings and communicating with attorneys and other court  personnel. 
• Comfortable and competent while testifying in open court.
• Previous experience in the development of a multi-system service design preferred, and  experience in policy, administration, and funding is a plus. 
• Excellent writing and communication skills, including mediation and group facilitation.
• Good computer skills, including data collection and analysis.


Education/Experience Requirements:
• Master’s degree in social work or related field, plus 1 year of practical experience.
-OR-
• Bachelor’s degree in social work or related field, plus at least 3 years of experience in an 
MH/ID setting.
-OR-
• Any equivalent combination of education and experience that meets the required  knowledge, skills and abilities.

Certificates, Licenses, Registrations:
• Act 33, 34 and FBI clearances.
-AND-
• Valid driver’s license and access to a reliable vehicle
