IT Division as a Lidar Portal System Administrator.

We’re seeking an excellent communicator with strong customer service skills to join us in supporting our vibrant and diverse agency in its mission, to work as part of a cohesive team, and to uphold a professional and positive demeanor while working under tight deadlines as priorities shift.

This position serves as a professional-level technical expert on system administration for the Geographic Information Systems (GIS) team in the Information Technology Division (ITD), specifically supporting the infrastructure and system needs of the Lidar Portal. This position: (a) works closely with the GIS team, Washington Geological Survey (WGS), Service Desk, Information Technology Coordinators (ITC), IT System and Network Administrators, IT DBAs, Developers, IT Management, and other agency users/stakeholders; (b) Works with other technology professionals to support existing and develop new technology solutions that meet current and agency business needs; (c) Coordinates customer support by working with various teams within ITD; (d) Works with other GIS team members to reach out to agency customer areas and help gather requirements to fix and enhance the Lidar Portal; (e) Works under the guidance of State and Federal regulations, DNR policies and procedures, and applicable collective bargaining agreements. Work is assigned both in writing and verbally depending on the assignment. Independently identifies and assigns work to self, with priority and strategic guidance from supervisor.

The Lidar Portal Systems Administrator works with a team of technical experts to provide professional-level system administration to resolve issues of the agency’s ITD-supported LIDAR/geographical information systems. Works with other GIS team members to reach out to agency customer areas and help gather requirements to fix and enhance the Lidar Portal. This position researches, plans, coordinates, implements, and maintains the Lidar Portal server infrastructure environment, as well as performs unit, integration, and troubleshooting testing. This position applies knowledge of Information Technology principles, methodologies, and techniques to diagnose and resolve complex customer complaints and GIS problems and system issues to ensure continuous service. This position researches, develops, modifies tests, installs, deploys, maintains, supports, and documents for new, upgraded, or existing enterprise software and applications. This position will play a key role in creating and shaping the Storage and Cloud strategic direction from both an architectural and implementation perspective. A key aspect of that role will be to provide technical platform solutions and implementation activities to resolve platform-level architecture issues in these areas. Responsibilities:

Researches, plans, coordinates, implements, and maintains the Geology Lidar Portal servers’ statewide enterprise software systems server environment which performs unit, integration, and troubleshooting testing.
Independently plans, develops, implements, and deploys Lidar system and server updates.
Supports the development, testing, and integration of new software and system capabilities.
Monitors web traffic and data access load testing and performance metrics
Forecasts and troubleshoots system issues, connectivity, and availability.
Manages user, group, and system accounts and network permissions,
Analyzes system integration issues while installing or modifying software and systems components.
Provides reliable web and enterprise data server and application environment for the agency’s enterprise Lidar information system.
Applies knowledge of Information Technologies principles, methods, and techniques to diagnose and resolve complex customer complaints, related to Lidar, as well as other GIS server/system problems and issues, to ensure continuous service.
Evaluate and resolve software and infrastructure performance problems in the production environment.
Provide technical support to other professional support staff in the resolution and debugging of complex current GIS server, application, and database problems.
Troubleshoots and resolves production problems that occur in the GIS server and application environment.
Benchmarks the performance of software components in existing applications and recommends alternative approaches for poorly performing functions.
Creates, maintains, and distributes technical documentation.
Evaluates an array of different conditions and situations during a production support issue, resolved systematically through a variety of industry methods and tools.
Successful and timely resolution of complex server and application incidents and issues
Researches, develops, modifies, tests, installs, deploys, maintains, supports, and documents for new, upgraded, or existing enterprise GIS software and applications.
Research software development methodologies to increase the efficiency of the system development process.
Monitors and updates software configuration code according to organization standards.
Integrates and supports Commercial-Off-The-Shelf software and services.
Maintains current knowledge of industry software development practices to ensure that efficient, effective development techniques and tools are used.
Evaluates software quality and usability with performance and testing software.
Evaluate new GIS products, software upgrades, and patches and coordinate implementation in the Windows and Citrix environments.
Analyzes and evaluates the impacts of various complex software options on the agency’s computing and network infrastructure. Determines best practices for implementing GIS software and hardware.
Generates quality standards and maintains the overall integrity of the applications, servers, and databases.
Develop and document standards that promote efficient and maintainable software.
Provides a well-thought-out, stable web and enterprise data server and application environment for DNR to host their internal and external facing applications.
Designs, develops, tests, implements, maintains, and supports mission-critical business functions and custom geospatial applications for the agency.
Designs, develops, tests, implements, maintains, and supports custom GIS Applications using JavaScript, Python, PostgreSQL, and other development tools.
Gathers and refines system requirements from customers, performs data and process analysis, and designs technical specifications.
Implements complex designs by developing custom software components according to product specifications, and working with vendor development staff on new industry solutions.
Develop test criteria and control data for application testing and evaluate the results of testing.
Integrates GIS software applications with the computing and networking environment.
Builds prototype applications to demonstrate the benefits of new applications and versions of software.
Documents application source code and system process flow as they are written.
Provides custom business web and enterprise applications that adhere to industry, state, and agency standards and best practices.
Required Qualifications:

BS in computer science, information systems, or related field, plus 4 years experience in the following areas:

Experience with Windows Server Administration in an enterprise environment at a professional level. Must have had experience with installation, configuration, and maintenance of Windows server systems, including:

Troubleshooting using system logs and tools.
NTFS permission inheritance and settings.
Registry system setting and editing.

Experience designing, programming, and deploying Geographic Information Systems (GIS) applications.
Professional level working experience using geospatial software and hardware in a web application environment.

OR a combination of education and/or experience equivalent.

Experience troubleshooting issues and providing technical support software and supporting tools in a large technology environment.
Knowledge and experience in all systems development life cycle stages.
