Job Description - Limited Duration Policy Analyst

POSITION TITLE: Limited-Term Policy Analyst



REPORTS TO: State Policy Director



LOCATION: This position is Oregon-based. Currently, most staff work virtually from home; however, they are required to occasionally attend in-person meetings at our offices in Kiln Coworking Space, located at 1120 SE Madison St, Portland, OR 97214. OCJ’s standard work schedule is between 8 AM and 5 PM Pacific, with flexibility available. Willingness and ability to occasionally work evenings and/or weekends are required. 



SALARY RANGE: $6,107 - $9,771 monthly

ABOUT THE ROLE: 


The Oregon Consumer Justice (OCJ) Policy Analyst is a key member of the policy team, supporting policy development and legislative work through research, analysis, and development of written materials on consumer justice topics. The Policy Analyst, in collaboration with the policy team, will support the development of policies and materials to implement OCJ's 2027 legislative agenda. The Policy Analyst works in a highly collaborative environment, requiring communication and coordination with other members of the OCJ team and external partners. Their work primarily centers on state policy issues but may also include some federal policy. The position is a limited-duration position, expected to start in September 2026 and end on June 30, 2027. 



ESSENTIAL FUNCTIONS OF THIS POSITION INCLUDE:  



  • Support OCJ’s Legislative Agenda by drafting and presenting testimony, developing one-pagers, supporting partners in their work, and participating in legislative meetings.

  • Support OCJ’s policy work as policy lead for key consumer justice topics

  • Track outside research on priority policy areas

  • Attend national policy meetings, as assigned, to track legislation at the federal level and in other states

  • Analyze proposed legislation

  • Prepare Issue briefs in collaboration with communications staff to support OCJ issue campaigns

  • Analyze social, economic, court, and other data to identify the impact of public policies on populations most often targeted by predatory practices, including BIPOC, older adults, and people living with disabilities

  • Support community involvement in policy development

  • Develop written and graphic presentations of findings and present them to constituency groups and policymakers

  • Collaborate with partner organizations on policy campaigns

  • Working with the Policy Directors, representing OCJ at coalition tables

  • Support coalition partners' engagement, including capacity building and technical assistance, particularly within those populations that have been historically targeted by predatory practices, including BIPOC, older persons, low-income, rural, and people living with disabilities



SUPERVISORY RESPONSIBILITY 


The Policy Analyst does not have supervisory responsibility.


 


INTERPERSONAL CONTACTS 


The Policy Analyst primarily works independently but also has the opportunity to coordinate with members of the policy team and community partners. The person in this position also has the opportunity to present information in a wide range of settings.



ABOUT YOU: 



Education, Experience, Knowledge, Skills, and Abilities: 



  • BA in a relevant topic. A graduate degree is a plus

  • Experience in policy analysis and research, including familiarity with state and federal data sources

  • Experience with the Oregon legislative process

  • Ability to organize and prioritize multiple projects, work under pressure, create solutions, and meet multiple and sometimes competing deadlines while attending to details

  • Ability to be flexible and adapt to changes in the environment

  • Ability to work independently and as part of a team

  • Strong attention to detail and accurate recordkeeping while maintaining confidentiality of sensitive information

  • Comfortable both taking the lead on a project and accepting direction

JOB EFFORT AND CONDITIONS

  • During the Legislative Session and during Legislative Days, you should expect to work in the Oregon State Capitol

  • Typically works remotely when not in Salem. There are opportunities to attend occasional in-person meetings at Kiln (OCJ's co-working space), as well as other locations in Salem and Portland

  • Prolonged periods of sitting or standing at a desk and working on a computer 

  • The employee is frequently required to communicate verbally and in writing by use of a computer, actively listen and respond with or without assistive devices, and to communicate in person, by video, and by phone to present information to a wide range of stakeholders, as well as review written correspondence and documents

  • Willingness and ability to occasionally work evenings and/or weekends, specifically during the legislative session, at times with little advance notice.

Our hiring process is set up to move quickly; however, it can span from just a few weeks to a couple of months, depending on the organization's work and the availability of staff to support our robust process. Candidates who advance to interview rounds can anticipate a brief phone screen and up to three conversations with various OCJ staff members and stakeholders.  OCJ will send interview questions to each candidate a day in advance.
