Job Description - Mainframe Engineer


Position Overview (Pending Position Subject to Contract Award)

A Maryland educational institution seeks a skilled Mainframe Engineer to develop, maintain, and enhance critical mainframe applications. This role demands technical proficiency in legacy systems and the ability to deliver solutions that support institutional operations.

Employment Details

Contract Duration: One year initial term with renewal options up to three years
Schedule: Forty hours per week
Work Environment: Hybrid model requiring minimum two days per week on-site

Essential Responsibilities

The Mainframe Engineer will execute the following core functions:

  • Develop mainframe applications using COBOL programming language
  • Maintain existing COBOL-based systems and applications
  • Write and maintain Job Control Language (JCL) for batch job processing
  • Implement Customer Information Control System (CICS) solutions
  • Utilize Time Sharing Option (TSO) for system interaction
  • Troubleshoot system issues and resolve technical problems
  • Optimize code performance and system efficiency
  • Collaborate with cross-functional teams to deliver solutions
  • Document technical processes and system modifications
  • Execute additional tasks and duties within scope as assigned by the institution

Required Qualifications

Experience: Minimum five years of mainframe development experience

Technical Skills:

  • COBOL programming proficiency
  • CICS implementation and maintenance
  • TSO system navigation and utilization
  • JCL scripting for batch processing
  • Mainframe system architecture understanding

Professional Skills:

  • Problem-solving capabilities
  • Communication skills for team collaboration
  • Analytical thinking for system optimization
  • Documentation abilities

Preferred Qualifications

Education:

  • Bachelor's degree in Computer Science, Information Systems, or related field and/or
  • Associate degree in Computer Programming or Information Technology and/or
  • Technical certifications in mainframe technologies

Additional Technical Experience:

  • CA-IDEAL familiarity
  • CA Datacomm knowledge
  • Legacy system modernization experience

Work Environment

This position operates in a hybrid work model within the educational institution's technology infrastructure. The engineer will work on-site a minimum of two days per week to collaborate with internal teams and access mainframe systems. Remote work days focus on development tasks and documentation.

Performance Expectations

The successful candidate will demonstrate consistent delivery of technical solutions while maintaining system reliability. Performance measures include code quality, problem resolution time, and collaborative effectiveness with team members.

Contract Structure

This engagement follows a renewable contract model with the educational institution. Initial contract spans one year with performance-based renewal options extending up to three years total. Contract terms align with institutional needs and project requirements.
