GENERAL STATEMENT OF DUTIES:

The Stormwater Maintenance Workers perform manual labor in and around the city, including but not limited to maintenance activities on public drainages and Stormwater infrastructure, such as debris or sediment removal and vegetation control in city rights of way. The Worker is exposed to adverse environmental conditions such as dirt, dust, rain, poison ivy, and oak, strong odors, and or smoke. He or she is also exposed to pollen and a variety of extreme weather conditions.

Organizational Relationships:

Establish and maintain effective working relationships with various persons in other City Departments and the general public.

1. The Worker reports primarily to the Stormwater Crew Leader. However, he or she may receive instructions or guidance from others, including other Crew Leaders, the Public Works Foreman, or the Director of Public Works.
2. Directs: Does not supervise any employees

Qualifications:

1. High School graduate, GED, or equivalent.
2. Have and maintain a clear and valid Texas Class C Driver's License with an acceptable driving rec-ord. Preference will be given to qualified applicants with a clear and valid Texas Class A or B Li-cense and an acceptable driving record. Class B operator’s license is required within six months of the hire date.
3. Successfully complete pre-employment background checks, pre-employment medical/physical test(s), and driver's license checks.
4. The job requires considerable knowledge, skills, and abilities in using various types of manual, gas, or electrically powered tools, equipment, and machinery.

Essential Job Duties:

In addition to the other duties listed in this Job Description, the Stormwater Maintenance Worker must be able to perform the following essential job duties with or without reasonable accommodation.

1. Maintain city-owned drainage infrastructure, which includes care for and maintenance of city equipment and having the ability to safely:

• Use hand tools to dig ditches or holes.
• Hand shovel dirt, gravel, concrete, or asphalt.
• Tamp, pack, and level dirt, asphalt, or other materials.
• Load and unload materials and equipment.
• Trim trees, pick up brush, and load brush onto a truck.
• Cut grass using a push or power mower or power trimmer.
• Operating other light equipment.

1. Communicate effectively with supervisors, co-workers, and others (internally and externally) to provide, exchange, verify information, answer inquiries, address issues, or resolve and report problems or complaints in a timely manner.
2. Follow City and Department policies and procedures and the instructions of his or her supervisor or their designee.
3. Perform light maintenance and construction duties as assigned.
4. Assist others; be helpful, cooperative, and courteous, and demonstrate a good attitude in all dealings with the public, co-workers, and others.
5. Take up matters affecting his or her job with his or her immediate supervisor and through proper channels.
6. Be punctual and in attendance as scheduled. Work outside of normal working hours as required. Be on call and available for duty during emergency periods as defined by City Council, the City Manager, or the Department Director.
7. Demonstrate initiative and diligence in promptly and properly completing all job duties, whether or not listed in this Job Description.
8. Safeguard City property and recognize and report needed repairs.
9. Work safely, follow safety rules and training, wear personal protective devices when required, and maintain a clean, safe work environment.
10. Maintain confidentiality with regard to all City business.
11. Perform other duties as assigned.

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES:

In order to successfully achieve the goals of the Public Works Department, the Worker must meet the following physical and mental requirements with or without reasonable accommodation. He or she must have the ability to:

1. Work safely and follow oral and written instructions;
2. Use janitorial equipment and supplies;
3. Perform strenuous work;
4. Learn and remember information and details relating to the job;
5. Engage in repetitive motion involving the hands and arms including but not limited to holding a weed eater and pushing a lawnmower;
6. Use hand tools, power tools, lawn mowers and weed eaters and learn to make minor repairs to small equipment;
7. Work outdoors in all kinds of weather;
8. Do hard labor such as lifting, pushing, digging, sweeping, and raking.
9. Lift and/or move unassisted object weighing at least 50 pounds;
10. Maintain balance, walk, sit, stoop, bend, kneel, stand and reach;
11. Communicate effectively, both verbally and in writing and interact effectively in English with co-workers and the public;
12. Climb and descend ladders and stairs and work above ground;
13. Walk on a variety of surfaces;
14. Drive vehicles;
15. Stand and/or walk for extended periods of time;
16. Hear and speak by means of radio; and
17. Report for duty after normal business hours in the event of emergencies or unusual conditions, as required.

Physical and Mental Requirements:

The Stormwater Maintenance Worker must be able to perform the following physical and mental requirements with or without reasonable accommodation:

1. Engage in labor such as lifting, pushing, digging, sweeping and raking;
2. Maintain balance, walk, sit, stoop, bend, kneel, stand and reach unassisted; ability to climb and descend ladders and stairs and work from heights;
3. Walk on a variety of uneven, sometimes slippery surfaces;
4. Stand and walk while working for extended periods of time;
5. Good motor coordination skills, that is, the Stormwater Maintenance Worker must be able to coordinate his or her eyes, hands, fingers and feet rapidly and accurately in order to handle precise movements as when operating equipment or driving a motor vehicle, operating machinery or equipment, and in response to visual, auditory and other stimuli;
6. Work outdoors while exposed to all weather conditions including extreme heat and cold, in close physical proximity to other people, and in open or closed vehicles or equipment;
7. Lift and/or move, unassisted, objects weighing as much as ninety-four (94) pounds;
8. Engage in rapid, strenuous physical movement as in emergency situations;
9. See clearly and be able to read and understand warning signs and labels;
10. Communicate effectively, both verbally and in writing and interact effectively with co-workers and the public;
11. Tolerate fumes, dust, dirt and noise and have the ability to wear required personal protective devices;
12. Must be able to withstand whole body vibration when operating certain equipment;
13. Frequently walk, stand, stoop/bend, crawl/kneel and reach, push and pull, at times on uneven surfaces;
14. Remember information, details, and instructions relating to the job;
15. Understand, learn, and communicate information about the job;
16. Understand the meaning of and use and speak words understandably and effectively in English with co-workers and others;
17. Good hearing and listening abilities, that is, the Stormwater Maintenance Worker must be able to hear spoken words from co-workers, supervisors and others;
18. Work under pressure and deadlines in order to respond to the public and co-workers;
19. Ability to hear and speak by means of radio;
20. Ability to report for duty after normal business hours while on standby duty and during emergencies;
21. Must be tolerant of noise levels that are distracting or uncomfortable and wear personal protective devices as directed and when needed; and
22. Must have a keen eye for detail as some mistakes are not easily corrected and have serious con-sequences.
