POSITION DESCRIPTION
The Management Consultant - CPIC/Cost Lead leads Capital Planning and Investment Control (CPIC) and IT portfolio financial management activities for a federal civilian agency's information technology investment portfolio. This position owns the financial phases of the CPIC lifecycle, life-cycle cost estimating, business case development (including OMB Exhibits 300 and 53), and vendor-neutral cost-benefit analyses that inform executive investment decisions. The CPIC/Cost Lead collaborates across the client's IT sub-offices to standardize financial data collection.

Strong analytical thinking, financial and cost analysis skills, and sound business judgment, with close attention to detail and objectivity. Must demonstrate the ability to manage multiple concurrent investment reviews and cost studies, maintain strict vendor neutrality, collaborate across organizational lines, and consistently deliver accurate, well-organized work products under tight federal deadlines.
WORK ENVIRONMENT & PHYSICAL REQUIREMENTS
This position operates in a professional office environment at a client site in Washington, DC. Work is primarily performed indoors with artificial lighting and requires prolonged periods of sitting and computer use, with occasional standing, walking, bending, reaching, and lifting of standard office materials. Contractor personnel must maintain secure remote access capabilities to support continuity of operations during inclement weather or facility closures.
