POSITION DESCRIPTION

 The Management Consultant - CPIC/Cost Lead leads Capital Planning and Investment Control (CPIC) and IT portfolio financial management activities for a federal civilian agency's information technology investment portfolio. This position owns the financial phases of the CPIC lifecycle, life-cycle cost estimating, business case development (including OMB Exhibits 300 and 53), and vendor-neutral cost-benefit analyses that inform executive investment decisions. The CPIC/Cost Lead collaborates across the client's IT sub-offices to standardize financial data collection.

PRIMARY DUTIES AND RESPONSIBILITIES

Capital Planning & Investment Control (CPIC) and Financial Data Coordination

• Provide advisory support to ensure compliance with Federal, Departmental, and agency IT financial planning policies, FITARA requirements, and OMB Circulars A-11 and A-130.


• Support all financial phases of the CPIC process (Select, Control, Evaluate), including financial data call responses, investment prioritization scoring, and baseline reviews.


• Collaborate with other agency sub-offices to establish standardized financial data collection protocols, Service Level Agreements (SLAs), and budget-ingestion templates.


• Prepare, review, and maintain major and non-major IT investment business cases, including OMB IT Budget Portfolio Exhibits 300 and 53; perform financial Cost-Benefit Analyses (CBA), financial risk assessments, and cost baselining.


• Maintain and analyze financial and investment data within standard Departmental/agency Portfolio Management Tools and the federal IT Dashboard.


• Establish standardized Life Cycle Cost Estimating (LCCE) frameworks, cost-estimating models, and financial cost constraint baselines to quantify total cost of ownership (TCO) and identify project cost savings.


• Support annual development of the IT Strategic Financial Plan and CPIC Guide, and the Inter-Office Financial Integration Protocol and SLA Plan.

IT Portfolio Financial Management & Cost Analytics

• Maintain an inventory of financial baselines for all active IT investments; perform quantitative financial evaluations of investment cost variance, funding allocations, and spending trends.


• Conduct vendor-neutral cost-benefit trade studies, financial risk assessments, and economic analyses to evaluate options for retiring, consolidating, or reallocating funds from underperforming or redundant investments, maintaining strict vendor neutrality and objectivity to prevent Organizational Conflicts of Interest (OCI).


• Track, analyze, and report on IT portfolio financial health metrics, unit cost economics, and spending efficiency to support executive investment decisions.


• Ensure all financial exhibits, cost analyses, and reports are mathematically exact and delivered in electronic formats fully compliant with Section 508 of the Rehabilitation Act.

MINIMUM POSITION REQUIREMENTS

Education & Experience

• Bachelor's degree in a related field (finance, business, economics, or a similar quantitative discipline).


• Minimum of 5 years of federal experience, including at least 2 years directly performing Capital Planning and Investment Control (CPIC), Life Cycle Cost Estimating (LCCE), and federal IT budgeting (OMB Exhibits 300/53).


• Experience with federal Portfolio Management Tools and the federal IT Dashboard


• Proficiency in presenting and reporting in both Microsoft Suite and Google Platform


• Ability to obtain and maintain a Public Trust Security Clearance (SF-85P).


• Must be a U.S. citizen or lawful permanent resident.


• Ability to work in the U.S. without sponsorship.


• Certification in life cycle cost estimating, financial management, or capital planning (e.g., CGFM, CDFM, or equivalent) preferred.

Must demonstrate the ability to manage multiple concurrent investment reviews and cost studies, maintain strict vendor neutrality, collaborate across organizational lines, and consistently deliver accurate, well-organized work products under tight federal deadlines.

WORK ENVIRONMENT & PHYSICAL REQUIREMENTS

 This position operates in a professional office environment at a client site in Washington, DC. Work is primarily performed indoors with artificial lighting and requires prolonged periods of sitting and computer use, with occasional standing, walking, bending, reaching, and lifting of standard office materials. Contractor personnel must maintain secure remote access capabilities to support continuity of operations during inclement weather or facility closures.
