About this position:
This position serves as Louisiana's statewide expert in matters pertaining to bridge management. This involves developing, Serves as Louisiana's statewide expert in matters pe1iaining to pavement management. This involves developing, implementing, maintaining, monitoring and revising (as necessary) a comprehensive critical and complex system for maintaining and improving pavement conditions at the network level. This management system is a statewide program which encompasses over 16,000 centerline miles of State Highway System.

There is a biweekly SER rate of $3,316.00 for this position.

MINIMUM QUALIFICATIONS:
Possession of a current Louisiana license to practice professional engineering and one of the following:
1. Two years of licensed engineering experience.
2. Six years of professional engineering experience.
SUBSTITUTIONS:
A master's degree in engineering will substitute for one year of the required experience.
A Ph.D. in engineering will substitute for two years of the required experience.
Advanced degrees will substitute for a maximum of two years of required experience.
NOTE:
Engineering experience gained while licensed as a professional engineer will be accepted as licensed engineering experience.
Engineering experience gainedafter earning an ABET-accredited degree andprior to earning a professional engineer’s license (e.g., as an engineer intern applicant, engineer intern, or equivalent) will be accepted as professional level engineering experience.
NOTE:
Applications will be accepted from persons licensed to practice professional engineering in states other than Louisiana. If one of those applicants is selected for the position, he/she will be required to obtain a Louisiana license prior to appointment. FUNCTION OF WORK:
Supervises the planning, design, construction, inspection, and/or maintenance of building systems or programs through subordinate professional engineers.

LEVEL OF WORK:
Supervisor.

SUPERVISION RECEIVED:
Broad from an Engineer 7 or higher. Alternative reporting relationships may be approved by SCS.

SUPERVISION EXERCISED:
Direct over a staff of Engineers, Engineering Technicians, or others who assist in specific assignments.

LOCATION OF WORK:
May be used by all state agencies.

JOB DISTINCTIONS:
Differs from Engineer 5 by the presence of responsibility for direct supervision over professional engineers.

Differs from Engineer 7 by the absence of second-line supervision over professional engineers. Exceptions to this distinction may be approved by SCS based on program scope and/or complexity.Serves as Louisiana's statewide expert in matters pertaining to pavement management. This involves developing, implementing, maintaining, monitoring and revising (as necessary) a comprehensive critical and complex system for maintaining and improving pavement conditions at the network level. This management system is a statewide program which encompasses over 16,000 centerline miles of State Highway System.

40% Conducts analyses and prepares reports on current pavement conditions and predicts future pavement conditions using index deterioration models. Expertise is required in the area of pavement management for such analyses so as to properly establish appropriate condition indexes, distress "deduct" points, index deterioration rates, treatment "trigger" points, and treatment types and treatment costs. These analyses and reports outline recommended pavement treatment strategies to optimize pavement condition within a predefined budget. These analyses are done using a highly complex procedure known as "multi-year prioritization" for which this position is expe1ily trained. These reports are prepared for the use of the Executive Committee in setting DOTD's long term, network pavement condition goals. They are also used by District Administrators and Section Heads to prioritize projects to help achieve DOTD's goals. Coordinates with the Asset Management Engineer in calculating pavement performance measures and target setting for use in the Transportation Asset Management Plan (TAMP). Uses ArcGlS to graphically illustrate the locations of distress conditions, budgetary predicted treatments and budgetary predicted year of construction. Manages the pavement condition quarterly report used as a tool to help track Treatments history and committed pavement treatments in our pavement management software.

20% Provides technical expertise for pavement distress data collection consultant contracts. This effort requires knowledge of state-of-the-art laser and computer technology utilized in the pavement data collection industry as well as technical expertise in the types of pavement distresses.

20% Designs and updates computerized pavement deterioration models, life cycle costing models and benefit/cost models to use in the Pavement Management analysis software (dTims).

I0% Assists in managing pavement distress data collection. Creates distress collection databases for collection of all statewide roadways this includes Interstate Highway System, National Highways System, other Highways of Statewide significance, Regional Highway System, frontage roads, and HPMS sample sections. Performs quality assurance of consultant contracted pavement management data collection by running database queries and verifying data samples. Also, runs quality assurance checks through comparisons with previous data collection cycles.

Continually acquires highly specialized training in the field of pavement management by attending conferences/workshops and by annual participation in "user" groups' sponsors by the developer of the "multi-year prioritization" procedure. Also, creates and/or manages creation of presentations for DOTD pavement management software, webpage, and any other pavement conference or activity.

5% May be required to perform other duties as necessary including, but not limited to, emergency/disaster suppo1i activities.

While in official capacity, DOTD employees must comply with applicable Louisiana and Civil Service laws, rules and regulations as well as DOTD policies, procedures, manuals and directives.
