$81,901 to $115,011 annually DOE

Job Summary
The Manager, Billing Development serves as a subject matter expert and operates the necessary day to
day functions beginning with the implementation and management of internal billing systems, new
product and service introduction procedures, coordinating with internal teams to establish major systems
and infrastructure, defining the billing life cycle and processes to facilitate accurate billing reports.
Essential Duties and Responsibilities:

- Serve as a billing leader within billing development, overseeing the daily and monthly billing
project design & development activities.
- End to End implementation management of internal Telecommunication Billing Systems
- Perform or directing detailed analysis of DPI end user billing and provisioning
- Provide direction and support to other internal or external departmental employees involved in
performing audits, implementing changes, or resolving customer order and billing issues.
- Define the billing system requirements and major systems vendors necessary to aggregate
unformatted invoice data, perform invoice formatting and extrapolate the formatted invoice data to
facilitate bill printing
- Recommend alternative approaches, considering application functionality and business
requirements on new offerings.
- Test and evaluate system enhancements before elevation to production.
- Define the typical billing development process for the following:
- Bill calc & Bill Presentment
- Product charges, rated events, customer account information, discount information
- Pricing adjustments, payment information, tax information and tariff billing configurations
- Billing engine, report generation, rating engine, discount process, payment processing
and credit control
- Generate reports and provide feedback analysis
- Enabling partner relationship management and settlement
- Performs other duties as required to support the business and evolving organization.
Qualifications:
- Bachelor’s degree or equivalent relative experience required.
- Minimum of eight (8) years of experience in Telecommunication Billing Development required.
- People management experience required.
- Must possess excellent analytical skills
- Excellent computer skills with advanced proficiency in Microsoft Excel used for reporting
discrepancies
- End to End knowledge of operational capacity planning and implementation
- Demonstrated experience in areas of personnel management for direct reports
- Superior written and oral communication necessary to facilitate interdepartmental collaboration

Work Environment
Work is performed in an office setting with exposure to computer screens and requires extensive use of a
computer, keyboard, mouse, and multi-line telephone system. The work is primarily a modern office
setting.
