Working Days/ Hours: Monday to Friday, 08.00 AM - 04.00 PM (This position may be required to work extended hours as operational needs require)

Long Description

Summary

The Manager, Emergency Services Cooperative Ontario (ESCO) provides operational leadership, oversees day-to-day service delivery, coordinates technical teams, and ensures secure, efficient, and timely delivery of IT tools and applications that enhance public safety. This role ensures ESCO members receive high-quality, cost-effective technology services that enable modern, sustainable police and fire operations.

You Will:


  • Assists Director, ESCO, with:

    • Developing and implementing strategic IT plans, including assessing, analyzing, and recommending systems, applications, infrastructure, and business solutions that meet ESCO partners’ operational needs.

    • Coordinating the evaluation, procurement, and deployment of technology solutions, ensuring alignment with ESCO standards, timelines, and budgets.

    • Preparing, monitoring, and managing ESCO operating and capital budgets, including tracking expenditures and supporting procurement activities.

    • Reviewing vendor quotes, coordinating contract renewals, and ensuring compliance with procurement policies and service standards.



  • Prepares operational reports, project updates, and documentation to support Steering Committee briefings, business cases, and presentations delivered by the Director.

  • Oversees the day-to-day maintenance, monitoring, and support of ESCO systems and infrastructure, ensuring high availability, security, and performance.

  • Assists in the development and execution of disaster recovery and business continuity procedures.

  • Manages project plans, schedules, and deliverables for initiatives impacting ESCO partners, ensuring work stays within defined scope and timelines and budget.



  • Plans, schedules, and assigns tasks to team members and serve as project manager on initiatives that impact ESCO partners, staying within scope, schedule, and budget.

  • Supervises and supports ESCO supervisors and technical staff, and other support personnel.

  • Participates in recruitment processes, onboarding, performance evaluations, and ongoing coaching of ESCO team members.

  • Identifies training needs and coordinates professional development opportunities within the approved ESCO budget.

  • Builds and maintains strong working relationships with ESCO partners and WRPS representatives to understand operational IT needs and ensure effective service delivery.

  • Acts as a primary point of contact for partner agencies regarding day-to-day operations, service requests, and project coordination.

  • Collaborates with external agencies, vendors, and IT professionals to stay informed on emerging technologies, best practices, and sector-specific innovations.

  • Participates in professional development and networking opportunities to enhance technical knowledge and support the continuous improvement of ESCO services.

  • Supports the implementation and enforcement of IT policies, procedures, and documentation requirements across ESCO and WRPS.

  • Ensures adherence to mandatory telecommunications, legislated Police and Fire standards, and internal/external compliance requirements.

  • Maintains accurate inventories of ESCO hardware, software, and licensing, and ensures regular audits are completed.

  • Performs other related duties as assigned.

You Have:



  • Completed a bachelor’s degree in computer science, engineering, mathematics, or a related field, with a broad understanding of technology environments that support effective project delivery, including hardware and software tools, network and server architectures (LANs, WANs, data centers, cloud), cybersecurity practices, enterprise applications, data and web management, VOIP infrastructure, and security systems.




  • Accumulated five (5) years of experience in Information Technology service delivery.




  • Gained three (3) years of experience managing people, resources, and budgets, including supervising the work of others, hiring, coaching, performance management, and team development.




  • Obtained an equivalent combination of education and experience directly related to police technology, which may be considered.




  • Developed working knowledge of law enforcement technologies and systems such as CPIC, CAD/RMS, GIS, mobile computing, and 911 systems (considered an asset).




  • Strong business acumen with experience in project delivery, procurement, budgeting, and operational planning.




  • Relevant certifications (e.g., Microsoft Certified Systems Engineer, cybersecurity certifications, project management/PMP certification) are considered an asset.




  • Demonstrated project management experience, including managing multi‑stakeholder initiatives and full project life cycles.




  • Strong analytical, technical, and organizational skills with the ability to diagnose and resolve complex hardware/software issues.




  • Excellent interpersonal skills with the ability to communicate technical concepts clearly and work effectively with users of varying technical skill levels, including in high‑pressure situations.




  • Ability to work in a dynamic environment requiring continuous learning, collaboration, and innovative problem‑solving.




  • Experience working with multi‑agency stakeholders and facilitating consensus across diverse groups.




  • Strong communication, negotiation, and leadership skills to motivate staff and support organizational objectives.




  • Valid Class “G” driver’s license with fewer than six demerit points and the ability to travel within and outside the region.

  • Able to work in a dynamic environment requiring continuous learning, collaboration, and innovative problem‑solving.

  • Able to manage multi-faceted, competing priorities, ensuring deadlines and budgetary requirements are met.

  • Able to do regular travel within and outside of the ESCO Region to attend meetings, seminars, Canadian National User Group (CNUG) sub-committees’ meetings, conferences related to software applications and functional working departments.

  • Able to travel with overnight stays, if required
