DescriptionThe Consumer Banking Services Lending Team within Product Engineering group of Enterprise Technology Services division is looking for Manager I Technology Product Management (TPM) to lead an engineering team responsible for delivering solutions in support of our Consumer Lending product team and their member & employee-facing products. This role is responsible for leading system engineering teams that deliver secure, scalable, and member-focused technology solutions in support of Consumer Lending products and services.
The manager will own and drive the technology product roadmap, align engineering execution with business and product priorities, and partner closely with Consumer Lending Business stakeholders, Product Owners, Enterprise Technology Services teams, architecture, vendors, and delivery partners. This role is accountable for end-to-end solution delivery, including design, build, test, deployment, production support, service governance, and continuous improvement.
The position serves as a technical product leader and subject matter expert for assigned Consumer Lending capabilities, providing forward-looking technology perspective, managing services of high complexity, and ensuring delivery aligns with Navy Federal’s member, employee, operational, risk, compliance, and enterprise architecture needs.

ResponsibilitiesPartner with Consumer Lending business stakeholders, Product Owners, Product Managers, enterprise architecture, delivery teams, operations, risk, compliance, and leadership to define, prioritize, and deliver technology capabilities that support Navy Federal members and employees.
- Build strong working relationships across product management, engineering, business teams, vendor partners, and horizontal technology groups to ensure alignment on strategy, roadmap, interdependencies, and execution priorities.
- Represent the technical product team in portfolio planning, product roadmap discussions, delivery forums, risk reviews, and leadership updates.
- Communicate progress, risks, dependencies, tradeoffs, and delivery metrics clearly to both technical and non-technical stakeholders.
- Drive transparency across teams by enabling effective stakeholder engagement, intake visibility, dependency management, and portfolio orchestration
- Lead the technical delivery of Consumer Lending capabilities from idea intake through design, development, testing, deployment, production validation, and ongoing support.
- Own and manage the product technology roadmap in partnership with business and product stakeholders, ensuring alignment with Consumer Lending priorities and enterprise technology strategy.
- Ensure engineering teams deliver solutions that are scalable, secure, resilient, maintainable, and aligned with Navy Federal standards, architecture patterns, SDLC practices, and Agile/SAFe delivery methods.
- Oversee solution delivery across platforms, integrations, APIs, cloud-native architectures, microservices, event-driven patterns, and enterprise anchor platforms such as Salesforce, Pega, MuleSoft, and Microsoft Dynamics, where applicable.
- Manage implementation of significant application upgrades, enhancements, integrations, and modernization efforts while minimizing operational and business disruption.
- Ensure post-production support readiness, including level-2/level-3 support models, service performance, incident response, root cause analysis, remediation planning, and operational stability.
- Lead system engineering teams composed of Navy Federal employees, contractors, and delivery partners responsible for Consumer Lending technology capabilities.
- Provide leadership across all core delivery roles in a scrum team, including architects, engineers, analysts, testers, scrum masters, product-aligned technical leads, and other delivery contributors.
- Establish measurable team goals, OKRs, KPIs, SLAs, and delivery metrics aligned to enterprise, division, and product priorities.
- Drive team execution discipline across backlog planning, sprint execution, PI planning, release readiness, dependency management, risk mitigation, and delivery governance.
- Ensure engineering practices support quality, automation, security, observability, maintainability, and continuous improvement across the application lifecycle.
- Coordinate across product teams, platform teams, architecture, infrastructure, cybersecurity, testing, and production support teams to ensure synchronized delivery and successful implementation.
- Build and sustain high-performing, accountable, collaborative engineering teams that operate effectively within Agile and SAFe delivery frameworks.
- Evaluate performance of direct reports and aligned contributors using clear expectations, measurable outcomes, delivery commitments, service performance, and behavioral competencies.
- Develop resource plans, training plans, skill development strategies, and succession plans to ensure the team has the capability and capacity to meet current and future Consumer Lending needs.
- Manage budget, resource allocation, capacity planning, maintenance work, and cost plans for direct and aligned Consumer Lending technical product teams.
- Partner with Vendor Management, Procurement, Finance, Product leadership, and delivery partners to support contract analysis, SOW planning, competitive market assessment, and vendor selection.
- Ensure vendor and contractor deliverables align with product roadmap priorities, engineering standards, expected outcomes, contractual commitments, SLAs, and delivery timelines.
- Provide actionable feedback to vendor managers and product stakeholders on vendor performance, contract effectiveness, delivery risks, and service-level performance.
- Support SOW execution, contract renewals, resource onboarding/offboarding, and financial governance in alignment with Consumer Lending product priorities.
Qualifications- Bachelor’s degree in Information Technology, Computer Science, Engineering, Business Technology, or a related field, or equivalent experience.
- 7–8 years of experience leading IT development, system engineering, or technical product teams delivering enterprise technology solutions.
- 3–5 years of experience leading teams delivering cloud-based business application platforms, SaaS/PaaS solutions, or enterprise technology capabilities.
- Experience managing, mentoring, developing, and evaluating professional staff across engineering and delivery functions.
- Experience delivering solutions using Agile and/or SAFe methodologies.
- Knowledge of SDLC, cloud technologies, APIs, integration patterns, microservices, event-driven architecture, and secure software delivery practices.
- Knowledge of cloud-native technologies, including containers, CI/CD, API management, Azure PaaS/IaaS, and Azure Kubernetes Service, where applicable.
- Knowledge of security patterns and controls such as OAuth 2.0, JWT, and secure integration practices.
- Strong communication, facilitation, negotiation, relationship-building, and executive presentation skills.
- Experience managing budgets, resource plans, vendor/SOW deliverables, and cost performance for technical delivery teams.
Desired Qualifications
- Knowledge of Navy Federal operations, processes, procedures, governance, and technology delivery practices.
- Experience supporting Consumer Lending, consumer banking, financial services, or regulated banking technology platforms.
- Experience with Azure DevOps, Agile portfolio management, PI planning, roadmap planning, dependency tracking, and delivery metrics.
- Knowledge of enterprise platforms such as Salesforce, Pega, MuleSoft, and Microsoft Dynamics.
- Advanced knowledge of banking/financial industry standards, compliance expectations, operational controls, and member-focused delivery practices.
