Manager of Crew Deployment
The Manager of Crew Deployment leads the Crew Management team to effectively deploy Train and Engine service employees across the commuter rail network, and manages staffing levels and projections related to operational needs.
Skills:
- Strong knowledge of Microsoft Office Suite – Word, Excel, PowerPoint and Outlook.
- Demonstrated skills communicating, presenting and organizing, while working on multiple assignments simultaneously.
- Proven record of meticulous attention to detail.
- Demonstrated effectiveness in presenting and selling new workflow concepts to peers and stakeholders in a clear, persuasive manner.
Knowledge and Experience:
- Must have a Bachelor’s degree in Business Administration or an equivalent combination of relevant railroad experience, education and training.
- Prior experience managing and leading staff.
- Prefer experience collective bargaining agreement.
- Prefer prior experience with Hastus.
- Previous Rail or Transit experience is preferred.
Key Accountabilities:

- Implement and monitor operational practices to ensure staffing reliability and quality service while ensuring a safe and productive workplace.
- Administer and manage the Department’s annual budget to meet financial targets.
- Analyze utilization of department workforce and facilities to continuously identify improvement in work practices and scheduling.
- Comply with and ensure staff compliance with all safety rules and procedures and report all hazards as required.
- Supervise and provide leadership to all directly assigned personnel, including hiring, work allocation, training, and problem resolution; evaluate performance and make recommendations for personnel actions; motivate employees to achieve peak productivity and performance.
- Responsible for the efficient utilization of transportation personnel to support daily operations in all service conditions.
- Develop efficient T&E Crew and Crew Dispatcher assignments in compliance with contractual and service requirements, and in compliance with collective bargaining agreements and the company’s affirmative action policy.
- Provide contractually mandated reports for the MBTA, compile necessary internal reports as required, and maintain federal and carrier mandated reports required by federal hours of service law.
- Review and verify the integrity of BLE, UTU, and TCU time claims and answer payroll verifications inquires as needed.
- Ensure the timely distribution of weekly advertisements and awards, and administer semi-annual optional/mandatory displacements.
- Maintain and update vacation schedules and personal/sick day entitlement records for T&E personnel and Crew Dispatchers.
- Coordinate with Training and Rules departments to schedule T&E employee training classes and maintain class attendance records.
- Coordinate with Human Resources Department to update employee records as required.
- Provide instruction and support to passenger service personnel during emergencies and crisis situations.
- Ensure proper and accurate record of employee schedules, work histories, and other employee data maintained in crew management computer system (HASTUS) and other sources.
- Comply and ensure compliance of direct reports with all applicable safety rules and procedures and report all hazards as required.
- Provide training for all crew management personnel on the HASTUS System and work with IT/DS Department on Time and Attendance portion of system. Participate in all assigned training, specifically those programs directly applicable to crew management operations along with all safety and security related programs.
- Other duties as assigned during emergencies.
- Comply at all times with all safety rules and procedures and report all hazards as required.
