The Manager of Logistics and Manpower will support the Director, Program/Project Managers, and Sr. Field Manger in facilitating all personnel movement from project to project. Under the guidance of the Director, the Resource and Logistic Manager will lead logistics and sourcing activities, including conducting sourcing recruiting, interviewing, hiring, training, and on boarding of new field personnel. They will be responsible for evaluating, coordinating, and maintaining field personnel schedules to provide staffing resources as necessary based on project/program needs. Make daily adjustments in field staffing for the construction division to adapt to staff availability. They will equally contribute to the continuous improvement of sourcing policies.
Requirements
· Identify potential resource and personnel needs based on project/program requirements.
· Facilitate all personnel movement from project to project. In coordination with Director, Sr. Field management, GSS.
· Maintain roster of field personnel with identification of their skillset.
· Conducts weekly pre and post payroll audits from Paylocity reports and approve timecards on a weekly basis for hourly field personnel.
· Coordinate and organize travel requirements for field personnel.
· Monitor expenditure in travel against budget (address with PM if out of budgeted parameters).
· Conduct sourcing (recruiting, interviewing, and hiring), training, and on boarding of new field personnel.
· Coordinate approvals of vacation and time off for field personnel.
· Adjust staffing levels as needed to ensure that enough qualified staff are available to meet predefined project/program needs.
· Ensures all field staffing updates, floats, absences etc. are entered into Paylocity and accurately reflect the staffing decisions.
· Notifies Sr. Field management immediately of any unscheduled absence and updating the staffing and scheduling system.
· Communicates with the Director, Sr. Field management, regarding staffing targets, plans and variances. Notifies the team when staffing targets are unmet and collaborates to determine the best staffing plan.
· Attending meetings, trainings, and other work-related events as needed.
· Identify and Confirm tools and materials needed to perform the job and process purchases.
· Processes new construction personnel forms for employment and maintains timely and accurate records with discretion and confidentiality.
· Handles field personnel information requests and answers any questions regarding hours worked, and minimal HR and payroll matters.
· Receive and address all resource requirements from PM’s or GSS’s (regular for programs, plus special requests for bid walks, punch lists, or extra work).
· Monitor and update relevant departments regarding fluctuations of resources.
· Attending meetings with the team as required to identify resources needed (people).
· Develop a training plan for all pertinent staff on the operation of the systems, including the need for compliance with data.
· Develop a feedback and staff coaching system.
· Research the level of staff needed to meet current requirements and compare that with existing headcount to determine how many and who will have to be reassigned/terminated.
· Proactively manage and communicate ongoing changes in staff, identify potential crises and devise contingency plans.
· Motivate and lead field staff to take positive action and accountability for their assigned work.
· Support the ongoing development of best practices and tools for project/program execution.
· Oversees or facilitates completion of required documents?related to?background checks, pay, rules, and policies, as well as completion of any new hire paperwork.
· Establishing, monitoring, and providing reports for key performance indicators for sourcing field personnel (i.e total spend by account and category, travel cost, resource type and skill, assignments, budgeted hours vs spent hours, etc.)
· Notifies and updates field personnel of excessive unscheduled absences negatively impacting ability to provide adequate staffing.
· Keeping up-to-date technically and applying new knowledge to job.
· Collaborate and build productive relationships with internal team to identify opportunities.
· Manage direct reports and coordinators as required.
· Assist in procuring material with for Projects as needed and perform other administrative duties as assigned by Director.
