Together, our values ensure that we work together as one global team with our customers at the center of everything we do \u2013 and they push us to ensure we take care of ourselves, each other, and our communities.\n\nJob Summary:\n\nReporting to the Director, Product \u0026 Operational Risk Oversight, the Manager, Product Lifecycle Risk Oversight is a second-line-of-defense individual contributor responsible for independent oversight, monitoring, and credible challenge of PayPal\u0027s product lifecycle governance programs. \n \nThis role partners closely with first-line-of-defense functions, including governance, operations, and platforms teams, to provide objective and independent assessment of program effectiveness and maturity; drive production of oversight metrics and reporting; manage governing corporate policy; administer product governance management bodies; and support enterprise risk management committee reporting.\n\nJob Description:\n\nEssential Responsibilities: \n\n * Identify issues and recommend best practices for risk management within the organization.\n * Lead functional projects and programs that enhance risk assessment and mitigation efforts.\n * Collaborate with teams to analyze business trends and their implications for risk management.\n * Contribute to process improvements that enhance the effectiveness of risk management strategies.\n * Provide guidance and support to team members in executing risk management initiatives.\n\n\n\nMinimum Qualifications:\n\n * 5+ years relevant experience and a Bachelor\u2019s degree OR Any equivalent combination of education and experience.\n\n\n\nAdditional Responsibilities \u0026 Preferred Qualifications:\n\n * Experience in second-line programmatic or risk oversight, compliance, internal audit, or equivalent independent oversight functions within a Three Lines of Defense operating model, preferably in financial services, fintech, or payments.\n\n * Working knowledge of enterprise risk management frameworks (e.g., COSO ERM) and their practical application to program oversight, risk identification, and control effectiveness assessment.\n\n * Familiarity with product development lifecycle (PDLC) and applicable governance frameworks plus associated risk and control considerations, including how governance requirements can be efficiently embedded into product development processes.\n\n * Exposure to responsible or trustworthy product development principles \u2014 such as privacy-by-design, AI governance, consumer protection considerations, or security-by-design \u2014 as applied within product lifecycle or change governance contexts.\n\n * Understanding of relevant regulatory requirements and industry standards applicable to product governance and operational risk in financial services or payments (e.g., consumer protection, model risk, technology risk, or change management regulations).\n\n * Hands-on experience with GRC platforms (e.g., Archer, ServiceNow GRC) and SDLC/DevOps or business planning tools (e.g., Jira).\n\n * Experience applying AI or analytics tools to risk monitoring, oversight reporting, or governance workflows.\n\n * Familiarity with quality management frameworks (e.g., ISO 9001) or equivalent structured oversight methodologies, with demonstrated ability to apply quality management principles in a risk or compliance context.\n\n * Strong written communication and analytical skills, with experience preparing materials for risk committees, senior leadership, or regulatory audiences.\n\n * Ability to exercise independent judgment, navigate ambiguity, and deliver credible, evidence-based assessments in a dynamic, cross-functional environment.\n\n * \n\n\nSubsidiary:\n\nPayPal\n\nTravel Percent:\n\n0\n\n-\n\nThe base pay for this role will depend on where you work and the relevant experience and expertise you bring.
