Our employees are not only part of history, they\u0027re making history.\n\nNorthrop Grumman\u2019s Mission Systems (NGMS) sector is looking for a Manager, Programs Level 2 to support the Emerging Capabilities Development (ECD) organization onsite in Rolling Meadows, IL. The primary objective of this position will be the leadership of Research and Development programs to satisfy all contractual requirements, on cost and on schedule, while delivering a product that meets customer expectations. \n\nWhat You\u0027ll Get to Do:\n\nThe selected candidate will lead a cross-functional program team aligned to common performance goals, with a focus on developing multi-function capabilities. Typical program duties encompass all phases of the program life cycle from inception (proposal development) through startup, execution, demonstrations and completion.\n\nResponsibilities include, but are not limited to:\n\n * Managing the cost, schedule, and technical performance of the program.\n\n * Identifying, allocating and managing program resources, including workforce planning.\n\n * Measuring and reporting program performance.\n\n * Interfacing with internal and external customers, suppliers, and industry partners.\n\n * Developing and delivering presentations to customers, executive management, and other stakeholders.\n\n * Identifying new business opportunities through long term strategic planning, cultivating customer relationships, capture planning, and development of proposals and business plans.\n\n * Managing customer and capital property.\n\n * This position is 100% on-site \u2013 remote or telework is not available.\n\n\n\n\nBasic Qualifications:\n\n * Bachelor\u0027s degree in a STEM related field (e.g. Engineering, Computer Science, Math and/or Physics with 8 years\u0027 of relevant experience, or Master\u2019s degree with 6 years of relevant experience, supporting U.S. Government programs, , or program/project management.\n\n * Demonstrated with RF Electronic Warfare systems, evidenced by direct support to at least one RF/EW related program, project, or system. \n\n * Demonstrated experience supporting U.S. Government proposal development, including at least one of the following; RFP analysis, technical input, cost/schedule input, or compliance review.\n\n * Demonstrated experience working on cross functional teams across functional areas (e.g. supply chain, procurement, IT, security, engineering, etc.), supporting material acquisition, program execution, or contract deliverable. \n\n * Demonstrated experience leading the performance of tasks on schedule, within cost, and meeting technical requirements, in a project lead, task lead, or equivalent role. \n\n * Demonstrated strong written and verbal communication skills, including experience presenting program updates, deliverable, or technical information to both internal and external stakeholders. \n\n * Proficiency in Microsoft Office Suite, including PowerPoint, Excel, Word, Outlook, and Microsoft Project, for program tracking, reporting, and analysis. \n\n * US Citizenship required.\n\n * An active/current U.S. government Secret clearance required to be considered and the ability to obtain and maintain a Top Secret and SAP clearance after being hired.\n\n\n\n\nPreferred Qualifications:\n\n * An active/current U.S. government Top Secret Clearance.\n\n * Minimum of two years of experience as a Program Manager supporting Research \u0026 Development (R\u0026D) programs, including responsibility for program execution, technical scope, cost, or schedule performance. \n\n * Demonstrated experience working with multiple government contract types, including, Firm Fixed Price (FFP), Indefinite Delivery/Indefinite Quality (IDIQ), and/or Other Transaction Authority (OTA).\n\n * Demonstrated technical experience supporting the development of software defined sensor systems, including involvement in system design, integration, testing, or deployment activities.\n\n * Demonstrated experience implementing or utilizing Earned Valus Management 9EVM), including tracking cost/schedule performance, supporting EACs, or program financial reporting. \n\n * Experience working with geographically diverse program teams, including coordination across multiple locations, time zones, or organizational entities. \n\n\n\n\nWhat We Can Offer You \n\nNorthrop Grumman provides a comprehensive benefits package and a work environment which encourages your growth and supports the mutual success of our people and our company. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.\n\nThe application period for the job is estimated to be 20 days from the job posting date.
