The selected candidates will be working on follow-on production in support of the Ford CVN carrier program, for the US Navy and the warfighter.\n\nThis position is located in Sunnyvale, CA and is full time on-site.\n\nThe primary responsibility will be the delivery of all contractual requirements on cost and on schedule, while achieving all technical requirements and creating customer intimacy to support value creation strategies and actions. The individual will lead a cross-functional organization aligned to common program performance goals.\n\nProgram Managers are responsible for managing all phases of the program life cycle from inception (proposal development) through startup, execution, and completion (contract closeout). Primary responsibilities are the management of cost, schedule, and technical performance of company programs or subsystems and include, but are not limited to: \n\n * Cultivating customer relationships and intimacy to develop further opportunities within the customer community\n\n * Developing new business opportunities through long term strategic planning, capture planning, and development of proposals and business plans\n\n * Establishing a program organization that effectively addresses customer requirements and incorporates the necessary internal and external sub-organizations\n\n * Leading and directing cross-functional Integrated Program Teams (IPT) to meet program cost, schedule and technical performance objectives\n\n * Measuring and reporting program performance\n\n * Delivering presentations to customers, executive management and other program stakeholders\n\n * Participating in the negotiation of contracts, contract changes, specifications, operating budgets, schedule milestones, and key terms and conditions\n\n * Establishing design concepts, criteria, and engineering efforts for product research, development, integration and test\n\n * Creation, review and finalization of the program Statement of Work\n\n * Identification, distribution, tracking, and completion of program requirements\n\n * Establishment and management of the program and subordinate baselines\n\n * Development and adherence to budget baselines utilizing Earned Value Management (EVM) or similar cost \u0026 schedule control methodologies and tools\n\n * Identifying, allocating and managing program resources, including workforce planning\n\n * Managing Government/customer supplied property or information (GFE, CFE, etc.)\n\n * Managing suppliers to meet program objectives\n\n * Adherence to all internal processes, policies, and applicable industry standards\n\n * Ensuring program team understands and adheres to contract scope, and manages change through control board activities\n\n * Development and adherence to master plans and schedules\n\n * Conducting thorough risk \u0026 opportunity management practices including identification, mitigation and realization\n\n\n\n\nBasic Qualifications:\n\n * Bachelor\u2019s Degree and 8 years, or Master\u2019s and 6 years\u2019 experience supporting U.S. Government contracts and customers and/or project management in other industries\n\n * Proven experience leading the performance of tasks on schedule, at cost and achieving all requirements as either project lead, integrated program team or cost account manager\n\n * Demonstrated success leading teams/and or organizations to achieve a common goal.\n\n * Experience utilizing earned value management system (EVMS)\n\n * Demonstrated effective use of Risk and Opportunity Management on project/program.\n\n * Strong organizational and interpersonal skills.\n\n * Ability to comprehend and analyze complex problems and develop solutions.\n\n * Strong skills in Microsoft Office programs including Word, Excel, MS Project, and PowerPoint\n\n * Must be willing and able to travel up to 10% of the time as required by business needs.\n\n * The ability to obtain and maintain a DoD SECRET security clearance is required.\n\n * US citizenship is required.\n\n\n\n\nPreferred Qualifications:\n\n * Experience running large ($200M or larger) program\n\n * Shipyard, Naval, or Submarine leadership experience\n\n * Experience with large scale rotating machinery and electric machines\n\n * Experience with Build to print contracts and scope management\n\n * Significant forward facing customer and Senior (VP level) management experience\n\n\n\n\nPrimary Level Salary Range: $193,000.00 - $289,600.00\n\nThe above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate\u0027s experience, education, skills and current market conditions.\n\nDepending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives.
