Start dates are determined after funding confirmation.\n\nNorthrop Grumman Aeronautics Systems has an opening for a Manager Programs 3 - Digital Engineering Ecosystem to join our team of qualified, diverse individuals driving high quality program execution through their direct support and performance as a deputy IPT lead of the Digital Engineering Ecosystem (DEE) team. This position is located on-site in Melbourne, FL. \n\nDue to the nature of the role, an on-site presence is required and cannot be performed remotely. \n\nThe position will follow our 9/80 schedule and allows employees who work a nine-hour day Monday through Thursday to take every other Friday off. \n\nThe candidate\u2019s primary responsibilities will be managing execution of the program and supply chain efforts to ensure that contractual, technical, affordability, and schedule requirements are met. The individual will lead a cross-functional organization aligned to common program performance goals. The candidate is expected to be a highly motivated, resourceful, self-starter able to work collaboratively with internal program teams, external customers and suppliers in high-tempo environments. They should be comfortable with applying analytical reasoning skills, managing change and impacts to change, identifying continuous improvement and efficiency opportunities and possess solid organizational abilities. \n\nPrimary responsibilities will include but are not limited to: \n\nCultivating customer relationships and intimacy to develop further opportunities within the customer community. \n\nDeveloping new business opportunities through long term strategic planning, capture planning, and development of proposals and business plans. \n\nEstablishing a program organization that effectively addresses customer requirements and incorporates the necessary internal and external sub-organizations. \n\nLeading and directing cross-functional Integrated Program Teams (IPT) to meet program cost, schedule and technical performance objectives. \n\nMeasuring and reporting program performance. \n\nDelivering presentations to customers, executive management and other program stakeholders. \n\nParticipating in the negotiation of contracts, contract changes, specifications, operating budgets, schedule milestones, and key terms and conditions. \n\nEstablishing design concepts, criteria, and engineering efforts for product research, development, integration and test. \n\nCreation, review, and finalization of the program Statement of Work. \n\nIdentification, distribution, tracking, and completion of program requirements. \n\nIdentifying, allocating, and managing program resources, including workforce planning \n\nEstablish milestones and monitors adherence to master plans and schedules, identifies program problems and obtains solutions, such as allocation of resources or changing contractual specifications \n\nDevelopment and adherence to master plans and schedules. \n\nEstablishment and management of the program and subordinate baselines. \n\nDevelop and ensure adherence to budget baselines including conduct of Earned Value Management (EVM) methodologies and tools, when required \n\nAct as primary customer contact for program activities, leading program review sessions with customer to discuss cost, schedule, and technical performance \n\nCoordinate the preparation of proposals, business plans, proposal work statements and specifications, operating budgets and financial terms/conditions of contract \n\nEnsure adherence to all internal processes, policies, and applicable industry standards \n\nManaging Government/customer supplied property or information (GFE,CFE,etc.). \n\nManaging suppliers to meet program objectives. \n\nAdherence to all internal processes, policies, and applicable industry standards. \n\nConducting thorough risk \u0026 opportunity management practices including identification, mitigation and realization. \n\nEnsuring program team understands and adheres to contract scope, and manages change through control board activities \n\nDevelop and maintain strong relationships with teaming partners and industry associations to help drive partnerships \n\nExcellent communication skills and ability to effectively interact with the customer, program management, business unit and supply base executives and functional management \n\nLead with thought leadership emphasis in the development and execution of franchise and individual program strategies \n\nOur Leaders at Northrop Grumman live our values daily and encourage our teams to do the same. Finally, We pioneer: setting a vision that shapes the future and inspires others.\n\nBasic Qualifications: \n\n * Bachelors degree and 10 years (or Bachelor of Science in STEM and 9 years) of related experience as defined below, OR a Master\u2019s degree and 8 years (or Master of Science in STEM and 7 years) of related experience as defined below.\n * Related experience includes professional and/or military experience to include a background in: project management, program management, engineering, capture efforts, and/or business management related\n * 3 years\u2019 experience in Project Management or Program Management related role \n * Prior CAM experience \n * Experience With Digital Tools to manage cost, schedule, staffing \n * Experience with MBSE, DevOps, Manufacturing Digital Tools\n * Your ability to transfer and maintain the final adjudicated government Secret clearance (DoD must be in-scope or enrolled in Continuous Evaluation) and any program access(es) required for the position within a reasonable period of time, as determined by the Company\n\n\n\nPreferred Qualifications: \n\n * Active DoD Top Secret security clearance \n * Experience with the Atlassian Suite of Tools (Confluence, JIRA) \n * Agile Task Management Experience (Kanban, Sprint) \n * Value Stream Improvement Experience\n * Demonstrated success leading teams/and or organizations to achieve a common goal \n * Demonstrated ability to develop and maintain strong internal and external customer relationships \n * Demonstrated collaboration, communication, and team building skills \n\n\n\n#AS-FA3\n\nPrimary Level Salary Range: $166,700.00 - $250,100.00\n\nThe above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate\u0027s experience, education, skills and current market conditions.\n\nDepending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives.
