Job Description - Manager, Strategic Sourcing

Job Summary:

Leads and executes the end-to-end portfolio sourcing strategy, overseeing category management, supplier relationships, procurement activities, and team performance across all assigned categories, to drive cost savings, operational efficiency, and long-term value for the organization.

Job Description:

  • Develops and executes the portfolio sourcing strategy, providing oversight across category management, risk identification, mitigation, and quality assurance, to ensure sourcing activities align with the organization’s near and long-term business objectives.

  • Prioritizes and approves strategic sourcing activities, overseeing procurement across all portfolio categories including RFx processes, supplier negotiations, and contract management, to ensure efficient, compliant, and value-driven procurement execution.

  •  Oversees supplier relationship management, monitoring supplier performance against agreed expectations and managing key strategic partners in collaboration with business stakeholders, to ensure supply continuity, quality standards, and long-term partnership value.

  • Identifies and drives cost savings and value improvement opportunities, analyzing portfolio spend, setting savings targets, and developing strategies across categories and suppliers, to maximize value and optimize total cost of ownership for the company.

  • Acts as escalation point for portfolio sourcing issues, resolving supplier performance problems, supporting complex negotiations, and enforcing policy adherence, to maintain operational continuity and mitigate procurement risk.

  • Leads, mentors and develops team members within the strategic sourcing function, building capability in procurement disciplines such as category management, supplier relationship management, and negotiation, resulting in higher team engagement, productivity, and sourcing excellence.

  •  Develops and manages departmental budgets, overseeing portfolio spend transparency across programs, categories, and suppliers, and providing recommendations on investments in sourcing tools and procurement processes, to allocate resources effectively and meet operational and savings targets.

  • Defines and monitors departmental KPIs and metrics, focused on sourcing-specific performance indicators such as savings targets, spend under management, supplier performance, and procurement cycle efficiency, to identify trends, drive continuous improvement, and maximize value for the organization.

  • Leads, models and ensures consistent application of policies and regulatory standards across teams to support ethical operations and mitigate compliance risks.        

  • Leads and validates the planning and execution of restoration and emergency preparedness activities to strengthen operational resilience and response capacity.

  • Assumes and oversees expanded duties aligned with organizational priorities and professional scope to drive departmental effectiveness and strategic alignment.

Additional Job Description:

Education

  • Bachelor’s degree in Supply Chain Management, Business Management, Business Administration or related field.

  • Master’s degree (preferred)

Experience

  • 5 years' experience in a comparable functional role within Procurement, Portfolio Management, Services and/or Construction Projects or related field, with at least 3 years overseeing employees directly, leading teams, budgets and projects in a supervisory role.

  • Experience in Procurement, Portfolio Management, Services and/or Construction Projects or related field.

  • Experience with purchasing processes for federally funded projects or government contracts.

  • Experience managing day-to-day operations, teams, defining work plans and achieving departmental objectives.

  • Experience in construction services management (preferred).

  • Experience in an electric utility or utility industry (preferred).

Additional education may substitute for the required experience when it aligns with the competencies and knowledge necessary for the role:

  • Master’s degree in a relevant field may substitute when accompanied by a minimum of 3 years of experience performing related functions and at least 2 years in a manager role.

  • Operational Efficiency & Workflow Optimization: Skilled in designing, improving, and optimizing workflows, processes, and performance standards to enhance operational effectiveness.

  • Communication & Presentation Development: Strong ability to create clear oral, written, and digital communications, including reports and presentations tailored to diverse audiences.

  • Procurement & Strategic Sourcing Expertise: Demonstrated knowledge of procurement best practices, including strategic sourcing, category management, and operational procurement techniques, supported by advanced proficiency in Microsoft Office and related business systems.

Licenses/Certifications

  • Valid Puerto Rico driver’s license.

  • SCMP/Plog/PMP/APICS designations (preferred).
