POSITION SUMMARY
The Manager of Talent and Employee Relations is responsible for overseeing the talent acquisition (employment, onboarding, retention) strategies and managing employee relations for the institution. This person will utilize strategic thinking and exhibit a passion for higher education and a commitment to fostering a diverse and inclusive workplace. Establishes and maintains effective relationships with employees, leadership, and labor organizations. Supervises and directs designated Senior HR Generalist(s) and/or HR Generalist(s).
ESSENTIAL JOB DUTIES AND KEY RESPONSIBILITIES
1. Provide HR consultation and expertise on a variety of HR related areas including but not limited to talent acquisition, onboarding, employee relations, labor relations, employee engagement, retention, and employee development.
2. Establish, lead, or implement HR initiatives in alignment with strategic goals and objectives, with an emphasis on building and sustaining a positive candidate/employee experience and culture, increasing employment brand awareness, and ensuring diversity in applicant pools. Regularly report on such initiatives.
3. Serve as a point of contact for employee relations issues, providing guidance and support to staff and faculty.
4. Conduct investigations/inquiries into employee grievances and/or manager concerns and recommend appropriate resolutions. This may include conflict resolution, performance, and disciplinary actions.
5. Assist the Director of Human Resources with labor relations including periodically meeting with union leadership, overseeing contractual provisions, assisting with interpretation, and participating in negotiations, strategies, and proposals.
6. Monitor implementation of policies concerning wages, hours, and working conditions, to ensure compliance with terms of labor contracts.
7. Assist with the definition, planning, and implementation of HR programs, events, and communications.
8. May directly or indirectly provide leadership to other HR team members in the performance of their role or assigned projects.
9. Demonstrate emotionally intelligent leadership; supporting a climate of teamwork, accountability and collaboration with direct reports and team.
10. Responsible for designated annual budget areas and related expenses.

11. Establish appropriate vendor contract renewals and agreements. Ensures procurement of services is compliant with College policies and procedures.
12. Creates and delivers training and presentations to diverse audiences and backgrounds.
13. Ensure compliance with federal, state, and local employment laws and regulations.
14. Process and analyze reports on several types of employee data (EEO and diversity initiatives including the preparation of reports; analyze headcount, turnover, recruitment trends, and other employment/employee statistics).
15. Coordinate across stakeholders, providing timely and concise communications regarding status of services/projects and pending issues. Educate, mentor and train HR staff on processes and professional practices related to talent acquisition, recruitment, employment, employee engagement/retention, general HR administration and utilizing HR systems.
16. Ensure effective documentation of processes, inquiries/investigations and other work products are established.
17. Lead and serve on internal/external committees as required.
Attend meetings and events in representation of the college or performance of the position.
18. Perform related duties as assigned.
MINIMUM QUALIFICATIONS
1. Bachelor's degree in Human Resources, Labor Relations, or related field.
2. Five (5) years of progressively complex related HR experience including HR Generalist, Talent Acquisition, Onboarding and Employee Relations experience.
3. Two (2) years of supervisory/management experience.
4. Knowledge of Microsoft Office Suite and HRIS applications and reporting.
5. Strong verbal and written communication skills; attention to details skills to interact with HR constituents, cross-functional colleagues, and IT (Information Technology).
6. Ability to accurately collect information to understand and assess the clients' needs and situation.
7. Advanced knowledge of employment law and HR policies and practices; local and state laws and regulations; financial/business acumen.
8. Demonstrated ability to partner with direct reports and all levels of the organization to deliver transformative organizational human resources support and services in alignment with the mission, vision, and values of the College.
9. Ability to establish and maintain cooperative and effective working relationships with other members of the college and community, displaying cultural competence as well as emotional intelligence.
10. Demonstrated commitment to the college's core values of respect and inclusion, sustainability, integrity, collaboration, humor and well-being, innovation, and quality.
PREFERRED QUALIFICATIONS
1. Master's degree in related field.
2. HR management experience.
3. Higher Education experience.
4. HR Certification (PHR, SPHR, SHRM-CP, SHRM-SCP).
5. Change management experience.
6. Workday experience.
7. English and Spanish verbal and written communication proficiency.
8. Demonstrated multicultural competence.
PHYSICAL DEMANDS
1. Normal office physical demands.
2. Ability to travel between campus locations and to and from community events.
WORKING CONDITIONS
1. Duties are performed indoors in the usual office environment.
