Job Description - Manager-Logistics

Work Shift:

The Logistics Manager for EMS at Emory Healthcare is a multifaceted role responsible for overseeing the comprehensive logistical operations of the Emergency Medical Services department. This includes staffing, scheduling, recruiting, payroll, supply and equipment management, transport coordination, information technology, and financial planning. The Logistics Manager ensures that EMS teams have the necessary resources, personnel, and systems in place to provide efficient, high-quality patient care while maintaining compliance with regulatory and organizational standards.

Key Responsibilities:
Staffing & Scheduling:
Oversee the recruitment, hiring, and onboarding of EMS personnel, including EMTs, paramedics, and support staff.

Develop and manage staffing schedules to ensure adequate coverage for 24/7 emergency response and interfacility transport services.

Coordinate emergency coverage during peak times, staff shortages, or large-scale events.

Payroll & Financial Management:
Manage payroll processes for EMS staff, ensuring accurate and timely compensation.

Oversee the EMS revenue cycle, including billing, accounting, and financial reporting.

Develop and monitor the logistics budget, including expenses related to staffing, supplies, equipment, and fleet operations.

Conduct financial planning to optimize resource allocation and control costs.

Supplies & Equipment Management:
Oversee the procurement, storage, and distribution of disposable supplies and durable medical equipment used by EMS teams.

Ensure ambulances are properly restocked with medical supplies, pharmaceuticals, and equipment after each shift.

Implement inventory control systems to prevent shortages, overstocking, and waste.

Coordinate the maintenance and repair of durable equipment to ensure operational readiness.

Transport Coordination & Dispatch:
Manage the coordination of emergency response and interfacility transport services, ensuring timely and efficient patient transfers.

Work closely with EMS dispatch teams to optimize transport routes, response times, and resource allocation.

Develop and implement contingency plans for transport disruptions, such as vehicle breakdowns or adverse weather conditions.

Information Technology (IT) Management:
Oversee the deployment and maintenance of IT hardware and software systems used by EMS teams, including mobile devices, communication systems, and electronic health records (EHR).

Ensure that all IT systems are functioning properly and are compliant with organizational and regulatory standards.

Collaborate with the IT department to implement technology solutions that improve operational efficiency and patient care.

Revenue Cycle & Billing:
Oversee the EMS billing process, ensuring accurate and timely submission of claims to insurance providers and other payers.

Monitor accounts receivable and follow up on unpaid claims or billing discrepancies.

Work with the accounting team to reconcile financial records and prepare financial reports for EMS leadership.

Financial Planning & Cost Control:
Develop and implement strategies to optimize EMS logistics expenditures, including staffing, supplies, equipment, and fleet operations.

Identify cost-saving opportunities and negotiate contracts with vendors and suppliers.

Monitor key financial and operational metrics to ensure the department operates within budget and meets financial goals.

Compliance & Safety:
Ensure that all logistical operations comply with local, state, and federal regulations, as well as organizational policies and standards.

Conduct regular safety inspections of EMS vehicles, equipment, and storage facilities to identify and address potential hazards.

Maintain documentation and records related to staffing, payroll, inventory, and regulatory compliance.

Team Leadership & Development:
Supervise and support logistics staff, including fleet technicians, inventory specialists, supply chain coordinators, and billing personnel.

Provide training and professional development opportunities to enhance the skills and knowledge of the logistics team.

Foster a culture of accountability, collaboration, and continuous improvement within the logistics department.

Qualifications:

Education:
Bachelor’s degree in Logistics, Supply Chain Management, Business Administration, Healthcare Administration, or a related field (Master’s degree preferred).

Experience:
Minimum of 5 years of experience in logistics, supply chain management, or healthcare operations, with at least 2 years in a leadership role.

Experience in emergency medical services, healthcare billing, or financial planning is highly desirable.

Skills & Competencies:
Strong knowledge of logistics, supply chain management, financial planning, and IT systems.

Excellent organizational, problem-solving, and decision-making skills.

Proficiency in logistics software, inventory management systems, payroll systems, and financial reporting tools.

Ability to work under pressure and manage multiple priorities in a fast-paced environment.

Exceptional communication and interpersonal skills, with the ability to collaborate effectively with internal and external stakeholders.

Proficiency in data analysis and reporting tools (e.g., Excel, Power BI, Image Trend)

Certifications:
Certification in Supply Chain Management (such as CSCP or CPIM), Fleet Management (such as CAFM), or Lean is a plus
Physical Requirements:
Ability to work in a variety of environments, including office settings, vehicle maintenance facilities, and emergency response sites.

May require occasional lifting, bending, and standing for extended periods.
Work Environment:
This position will require occasional travel to EMS stations, vehicle maintenance facilities, and other locations within the Emory Healthcare network.

On-call responsibilities may be required to support logistical operations during emergencies or large-scale events.
