KEY RESPONSIBILITIES
As it relates to the LAXTEC operation, the Managing Director will be responsible for reporting to both LAXTEC Board of Directors (generally represented by a delegate of 9 Directors) and representatives from Los Angeles World Airports (LAWA). The Managing Director will oversee a $100MM+ budget, 40+ direct staff, and 30 – 50 vendor contracts to safely operate all Common Use (CU) equipment, facilities, and services at LAX. Accordingly, the Managing Director holds the ultimate day-to-day responsibility for the safe, efficient, and effective delivery of all services as assigned and will serve as the primary point of escalation for all related matters.
The Managing Director will be required to work closely with all LAX stakeholders to build an effective working rapport and to ensure that issues related to the CU services are responded to, documented, and resolved on a timely basis. Working through a team of Operations Directors, Terminal Managers, Subject Matter Experts, and vendor management teams, the Managing Director will guide all aspects of the operation to include oversight and management of:
1. Assigned equipment, facility, and passenger services operations. Specifically, the Managing Director will:
- Collaborate and direct Operations Directors to administer all CU Services vendor agreements and monitor the timely and effective performance of all contractual obligations;
- Collaborate and direct staff and vendors to oversee the safe and efficient operation and maintenance of the baggage handling system, passenger loading bridges, preconditioned air and ground power systems, potable water cabinets, common use terminal equipment, and other equipment and systems as may be assigned to LAXTEC;
- Collaborate and direct staff and vendors to oversee the development and implementation of a preventative maintenance system, training, inventory control system, and quality assurance;
- Collaborate and direct staff and vendors to oversee consolidated passenger service operations, implement training, continuous improvement, and quality assurance to optimize performance, reliability, and safety;
- Act as a liaison between LAXTEC, LAWA, and the LAX stakeholder group including but not limited to member and non- member airlines, Airport staff, DHS, and other stakeholders as necessary.
2. Financial matters related to the transparent, sound, and efficient financial planning and operation of LAXTEC in full compliance with all Generally Accepted Accounting Principles (GAAP) as defined by the Financial Accounting Standards Board (FASB). Specifically, the Managing Director will:
- Collaborate with the Controller to oversee all financial matters relating to LAXTEC budgets, receivables, expenses, record keeping, reporting, tax filings, and management of accounts;
- Track utilization information, including equipment statistics, aircraft operations, passengers, etc. as necessary to facilitate accurate billing;
- Oversee the development of operating and capital improvement budgets; and
- Establish and enforce effective financial controls and reporting systems.
3. Administrative and corporate duties and responsibilities required to ensure LAXTEC is operated in full compliance with all LAWA requirements, DHS protocol, and all federal, state, and local laws. Specifically, the Managing Director will:
- Collaborate with the Controller and corporate counsel to ensure compliance with all corporate obligations of LAXTEC, including filing annual reports, conducting annual meetings, maintaining corporate documents and books, facilitating corporate resolutions, etc.;
- Act on behalf of LAWA to oversee the Procurement and Contract Compliance Manager in preparing and administering the public procurement of services and goods;
- Oversee the preparation of monthly, quarterly, and annual management reports to support effective decision-making and maximize the efficiency of the CU Services;
- Administer and maintain member, equipment access, and equipment use agreements, and other agreements;
- Interact with legal counsel, accounting/ auditor personnel, and others engaged by LAXTEC or LAWA, as necessary;
- Coordinate and facilitate LAXTEC Committee meetings, prepare corporate resolutions and maintain detailed and accurate company records; and
- Ensure compliance with MBE/LBE/DBE programs as required.
The Managing Director will be available on a 24/7/365 basis, and at all times act in the best interest of (1) safety & security of the Airport and its occupants; (2) LAWA and LAXTEC; (3) the airlines serving LAX; and (4) the traveling public and will observe and obey all ethical and legal obligations entrusted in the position.
PROFESSIONAL EXPERIENCE / QUALIFICATIONS

- At least eight (8) years’ experience as an Airport Director, Terminal Operations Director, Station Manager of a major hub operation, or Manager of a FAA Part 139 Certified Airport, Airport System, Airport Terminal, or Airline Station, including a commercial passenger terminal with more than 20M enplanements per year.
- Demonstrated working knowledge of all aspects of Airport Terminal and Facilities Management including Operations, Maintenance, Environment, Finance, Public Relations, and Human Resources Management.
- Proven ability to interface with Government officials, including DHS, USDA, CBP, TSA, DOT, FAA, DEC, DEP, OSHA, EPA, CDC, etc.
- Demonstrated ability to facilitate effective communications in a multi-stakeholder environment (e.g., Airport, Airlines, stakeholders, and tenants.)
- Ability to read and evaluate budgets, financial statements, and P&L reports.
- Ability to calculate figures and amounts such as discounts, interest, proportions, and percentages.
- Ability to read, analyze, and interpret industry periodicals, professional journals, technical procedures, and governmental regulations.
- Ability to solve problems and deal with a variety of concrete variables in situations where only limited standardizations exist.
- Excellent communication and writing skills; demonstrated ability to review/write reports, business correspondence, and procedure manuals.
- Ability to effectively present information and respond to questions from groups of executives, employees, clients, customers, and the general public.
- Demonstrated ability to motivate and lead a workforce consisting of professional staff, hourly employees, and union employees.
- Demonstrated proficiency with MS office tools (Word, Excel, PowerPoint, Outlook).
- Demonstrated local experience is strongly preferred and will be discussed at the time of interview.
COMPENSATION
• $180,000 - $225,000 annual salary range.

EDUCATION, CERTIFICATES, LICENSES, REGISTRATIONS
- Four-year degree in Airport, Aviation, Aerospace, or Business Administration, Public Relations or related field is required; Master's Degree is preferred.
- A demonstrable history successful serving leading a large complex organization in commercial aviation setting is required.
- Must possess a valid Drivers’ License and clean driving record as a condition of employment.
- Must be eligible to obtain all Airport staff access and security clearances from the Respective Authorities.
- IAP or AAE designation is preferred.
