Job Description

The School Improvement Portfolio in EDC's US division has an opening for a part-time (80%) Managing Project Director, reporting to the Principal Research Scientist. This position is open to US-based telecommuter candidates with preference for candidates in Puerto Rico (PR) or U.S. Virgin Islands (USVI).

The School Improvement portfolio is one of five portfolios of work in the US division, and is focused on understanding, improving and transforming education systems and educational practice through the use of evidence and continuous learning. We do so by conducting research and evaluation and providing technical assistance in K-12 education, higher education, and adult education in both formal and informal settings in partnership with federal and state agencies, schools and school districts, community-based organizations, foundations and other research and non-profit organizations. In particular, the Managing Project Director will lead act as a co-Director for a federally-supported center to support high-quality capacity-building services to State, regional, and local educational agencies and schools that improve educational opportunities and outcomes, close opportunity and achievement gaps, and improve the quality of instruction for all students; also, this role will support other privately and/or federally funded projects at EDC.

You will:
Direct training for project activities, technical and creative production, and review processes
Approve plan revisions, set priorities, and strategies; evaluate progress; explain and report variances from strategic plans
Assign roles and define goals
Determine resource needs and negotiate resource allocation issues; secure consensus about priorities and competing project/workload demands
Present project progress and/or results in public fora and/or publications
Develop policies and procedures to improve project/program management efficiency, quality, consistency, and effectiveness; implement and enforce EDC policies, procedures, and systems
Collaborate closely with other co-director, partners, and project teams to lead, develop, and manage TA activities.
Qualifications

Education :

PhD strongly preferred
Master's degree in related discipline
Skills/experience:

12+ years related experience, with 5+ years of complex project management experience, including budget responsibility and staff supervision
Deep knowledge of education system, needs and contexts in PR and USVI, and strong relationships with educators, leaders and partners in the region
Direct experience working with state and local education agencies especially on other federal technical assistance contracts focused on improving education practice and student outcomes, e.g., the Regional Educational Laboratories
Demonstrable leadership skills and excellent interpersonal skills; proven ability to lead and coordinate project teams of varying sizes; a track record of initiating, developing and nurturing strong relationships with clients, including state, district and school leaders, senior managers and leaders at non-profit organizations as well as government agencies
Excellent analytical skills and aptitude for details
Nationally respected in field of expertise
Language:

Bilingual in English and Spanish, both oral and written proficiency

This position offers an anticipated, full-time equivalent base annual salary is approximately $115,000 - $156,000. Salary offers are made based on market analysis and internal equity.
