Job Description - Manufacturing Engineering & Quality Manager

COMPANY DESCRIPTION

Impact Housing (IH) is a vertically integrated modular design-builder and developer headquartered in Southern California.

Our mission is to continuously evolve the world’s most sophisticated and efficient housing delivery system. We pursue this mission by reimagining every element of how multifamily projects are designed, manufactured, and built—driving down costs, shortening schedules, and expanding access to high-quality housing for the people who need it most, whether through LIHTC or unsubsidized projects.

To date this decade, the IH team has built or is actively developing close to 1,500 modular units demonstrating a scalable, repeatable path to affordability. With the capability to produce approximately 1,000 units per year today, IH is expanding to meet growing demand in San Diego, Los Angeles, and beyond.

We are now entering the next stage of our growth and strengthening every team across the company to achieve our next set of goals. We plan to manufacture and build more than 10,000 units through 2030. To accomplish this, we are implementing the Lean Standard Model company-wide; deploying AI at every level of the company; and positioning IH as a national thought leader in modular development.

POSITION SUMMARY

Impact Housing is seeking an experienced Manufacturing Engineering and Quality Manager to lead and advance our manufacturing operations for modular home production. This is a hands-on leadership role responsible for driving continuous improvement, maintaining quality standards, developing engineering talent, and supporting business growth through accurate production estimating. The successful candidate will inherit an established operational foundation — including a staffed engineering and quality team, implemented MRP system, and active improvement programs — and will be expected to scale and refine those systems as production capacity grows.

KEY RESPONSIBILITIES

Manufacturing Engineering & Continuous Improvement

  • Lead the Manufacturing Engineering team in identifying, planning, and executing process improvement initiatives using Lean Manufacturing, Six Sigma

  • Position Overview DMAIC, and Value Stream Mapping methodologies

  • Conduct and oversee time studies, workstation balancing, and workflow optimization to maximize throughput and reduce cycle times

  • Develop, implement, and maintain manufacturing processes, work instructions, and standard operating procedures for all assembly operations

  • Manage the MRP system and digital manufacturing tools to support production planning, scheduling, and inventory management

  • Develop and execute capital expenditure plans in support of production scaling objectives

  • Design and procure specialized fixtures, tooling, and material handling equipment as needed

Quality

  • Own and maintain Build-in-Quality standards across all production lines; drive improvements in direct run rate and reduction in rework and defects

  • Establish and enforce product standardization guidelines in collaboration with Product Engineering and customer stakeholders to reduce material variance and simplify assembly processes

  • Lead root cause analysis and corrective action processes in response to quality escapes and customer-identified issues

  • Maintain quality documentation and records in support of customer and regulatory requirements

Team Leadership & Development

  • Lead, mentor, and develop all Manufacturing Engineering and Quality staff — setting clear performance expectations and building a culture of accountability and independent problem-solving

  • Manage headcount planning, recruiting, onboarding, and ongoing development for both functions

  • Direct multiple cross-functional improvement projects simultaneously, coaching team members through challenges and ensuring on-time, within-budget delivery

Estimating

  • Develop accurate production cost estimates for customer proposals and internal business planning, incorporating labor, material, cycle time, and resource requirements

  • Collaborate with Product Engineering and commercial stakeholders to refine estimates as product designs evolve

QUALITIFICATIONS

  • 8+ years of manufacturing engineering experience, with at least 3 years in a supervisory or management role

  • Demonstrated proficiency in Lean Manufacturing, Six Sigma DMAIC, and Value Stream Mapping

  • Hands-on experience implementing or managing MRP/ERP systems in a production environment

  • Proven track record managing cross-functional improvement projects from concept through completion

  • Experience building, leading, and developing engineering teams

  • Strong working knowledge of quality systems, Build-in-Quality principles, and corrective action processes

  • Ability to develop production cost estimates and communicate assumptions clearly to stakeholders

Preferred Qualifications

  • Experience in modular construction, large-scale assembly, or prefabricated building manufacturing

  • Six Sigma Green Belt or Black Belt certification

  • Experience developing capital expenditure plans to support production scaling

  • Proficiency with SolidWorks, AutoCAD Inventor, or similar CAD platforms

EDUCATION

  • Bachelor’s degree in Manufacturing Engineering, Industrial Engineering, Mechanical Engineering, or a closely related field

COMPENSATION

  • Competitive salary based on experience

  • Health benefits: Medical, Dental, Vision, FSA, HSA

  • Vacation

  • Sick time

  • Holiday pay

  • Ownership of company equity

  • 401K Retirement Plan

PHYSICAL REQUIREMENTS

  • Ability to sit and work at a computer for extended period of time
