Opportunity Awaits, Apply Today! – Medicaid Residential Services Senior Policy Analyst (Operations & Policy Analyst 4)
The Medicaid Policy and Fee for Service Operations Behavioral Health Unit provides leadership and direction for behavioral health services delivered through the Oregon Health Plan (OHP). The unit develops and implements Medicaid policy, administrative rules, provider guidance, reimbursement methodologies, and program strategies that support access to quality behavioral health services across Oregon. It collaborates with federal, state, tribal, community, provider, and advocacy partners to improve outcomes and advance health equity.
This position leads Medicaid policy development and implementation for residential behavioral health services, as directed by HB 2015 (2025) and related initiatives. Key responsibilities include policy leadership, project management, interagency coordination, legislative reporting, and partner engagement to support alternative payment methodologies, service delivery models, and system improvement efforts. The role ensures residential behavioral health services are accessible, equitable, financially sustainable, and compliant with state and federal requirements.
This position will work with and build collaborative partnerships with communities most impacted by inequities, including communities of color, immigrant and refugee communities, people with disabilities and neurodivergence, LGBTQIA2S+ communities, veterans, older adults, and other marginalized groups.

What We Are Looking For
Minimum Qualifications: These qualifications must be reflected in your application for consideration.
A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science or any degree demonstrating the capacity for the knowledge and skills; and five years professional-level evaluative, analytical and planning work.
OR;
Any combination of experience and education equivalent to eight years of experience that typically supports the knowledge and skills for the classification.
