Mil Environmental Specialist

Position Overview

The Department of Military Affairs is looking to hire a Military Environmental Specialist located at the Capital Airbase in Springfield. Under general supervision of the Base Environmental Coordinator, responsible for technical and administrative requirements within the Environmental Management Office (EMO) for base-wide management of hazardous waste, used oil, recycling programs and to assist in pollution prevention efforts and compliance requirements for all environmental permits in force.

Essential Functions

• Inspects hazardous waste accumulation points for accumulation start dates, record keeping and overall compliance with RCRA and state hazardous waste laws to determine compliance.

  Serves as the base-wide point of contact for recycling of paper products, precious and semi- precious metals, cardboard, plastics, and glass including the establishment of a fund cite from the DRMO for non-appropriated funds recovery and proper adherence to Air Force instructions pertaining to a Qualified Recycling Plan.

  Samples point source discharges base wide and evaluates laboratory data to determine compliance with the pre-treatment limitations listed in the National Pollutant Discharge Elimination (NPDES) permit.

  Formulates required air emissions inventory and identifies new sources in accordance with air force Directives.

  
  


• Performs other duties as required or assigned by management relative to all phases of environmental quality and control.

Minimum Qualifications

• Requires knowledge, skill, and mental development equivalent to bachelor’s degree with coursework in physical, life, or environmental science with one year of professional experience in environmental waste management or related field, or a master’s degree in a related field.


• Requires working knowledge of modern inspection and investigative techniques and procedures; and requires working knowledge of State and Federal laws, rules, and regulations pertaining to environmental protection or pollutant abatement.

Conditions of Employment

• Requires active membership in the Illinois National Guard, retirement (20 years) from the Illinois National Guard or retired (minimum 20 years) US Armed Forces if last duty assignment was with the Illinois National Guard.


• Requires the ability to pass a DoD background investigation and obtain a DoD Common Access Card (CAC) prior to hire or transfer.


• Requires exposure to potentially hazardous chemical and requires a working knowledge of proper industrial hygiene practices and the Hazard Communication (HAZCOM) system as outlined by OSHA as a part of daily duties.


• Requires training for and wearing of appropriate personal protective equipment (PPE); including proper filters, respirators and skin/eye protection based on chemical use.


• Requires ability to perform physical activities such as lifting, bending, and other routine exercises required for sampling of chemical containers, oil-water separators, storage tanks, etc.


• Will require training on prescribed burn techniques.


• Will be required to obtain and to maintain Public Applicators license.


• Requires a valid driver's license.
