The Mission Operations Directorate (MOD) is the single National Reconnaissance Office (NRO) entity that operates all NRO systems to deliver intelligence value to national decision makers, the Intelligence Community, and warfighters. The NRO Operations Center (NOC), which is a MOD headquarters element, is responsible for integrating, synchronizing, and de-conflicting operational activities, and assessing performance of the NRO operations enterprise. The NOC is responsible for supporting daily mission operations, leading protection activities, supporting anomaly recovery processes for NRO mission systems, reporting operational status and threat warning on NRO capabilities, and providing exercise and contingency response support for protection and defense of all NRO enterprise operations. The NOC maintains continuous situational awareness of operational status, threat environment, operational intelligence support to threat mitigation activities, flight safety evaluations, and execution of the Integrated Protection Strategy. The NOC interfaces with acquisition elements throughout the NRO; and with MGS and Mission Partner organizations across the IC to ensure MOD's globally operated collection and processing systems are fully employed against intelligence issues and targets.

As a Mission Director within the Operations Division (OD), you will support the National Reconnaissance Office Operation Center (NOC) within the Mission Operations Directorate (MOD).  The Mission Director position is one that requires a strong background from various agencies in the Intelligence Community and their respective roles and responsibilities.  In this position the incumbent will aid in the fusion/integration of operational and intelligence requirements.

This position requires shift work.

What You Will Be Doing  
  • Conduct continuous monitoring and integration of valid intelligence requirements from within NRO and timely, comprehensive, and accurate responses.
  • Serve as the evaluator for the Mission Director position; which may require providing OJT to new members that are assigned to the NRO Operations Center.
  • Maintain liaison with counterpart specialists in the IC and in space component intelligence entities.
  • The incumbent is responsible for all evaluating and reporting of real time mission status/ impacts to the NRO enterprise and maintains situational awareness of enterprise operations at all times. This include generating and sending official NRO situation reports and operational message traffic internal and external to the NRO, updating operations status utilized by various agencies, Combatant Commands, agencies and recalling mission critical personnel as required.
  • Conducts extensive systematic exploration of problems of an unprecedented nature. Conducts analysis of alternatives.
  • Presents trend analysis data ascertaining potential problem areas. Identifies areas for analysis that have not been previously analyzed by an operations research approach.
  • Participate in the development of new methods and procedures of correlating and fusing data, in support of the development, evaluation, testing, and fielding of state-of-the-art intelligence systems and products.
  • Coordinate and synchronize operations internal and external to NRO. Serve in a highly visible position and interacts with NRO senior leadership, operational user/ customers, mission partners, mission ground stations, various command centers on a 24/7 basis via verbal and documented coordination.
  • Defines the problem, formulates overall scope, establishes objectives, formulates methodologies, coordinates research contributions of others and identifies significant findings.
  • Produces insightful findings, alternative courses of action, solutions to critical problems, etc., which have significant impact in changing or improving practical and/or theoretical concept developments to future special operations.
  • Utilizes highly complex operations tools and interfaces with the IC to provide initial assessment and response to threats to NRO systems. Independently creates and briefs daily operational status charts to senior NRO leaders as required.
  • Direct space protection activities in accordance with NRO and US Strategic Commands governing direction.
  • Performs scientific assessments and makes recommendations concerning corrective actives for identified weaknesses or deficiencies in programs/projects. Determines approaches to be used and information needed and is responsible for results.
  • Apply comprehensive knowledge in the areas of ground based and in orbit space systems, the intelligence exploitation processes and associated Training Tactics and Procedures (TTP).
  • The candidate must exercise mature judgement and operate independently while planning, monitoring and managing operational activities in a highly dynamic/ diverse operational environment.
What You Need 
  • Demonstrated ability to draft intelligence products, assessment, and or documents in accordance with Intelligence Community Directives.
  • A demonstrated ability in critical thinking and structured analytics.
  • Basic and practical knowledge of military structure and policies.
  • Comprehensive and practical knowledge of the missions and functions of customer activities, an understanding of the NRO’s goals and objectives, management and administrative policies, programs, operations, methodology, laws; Executive Orders and regulations of the DoD, and other U.S. Government agencies. Includes the skills required to apply this knowledge to the development of new methods, approaches or procedures relative to signature reduction and Operational Security (OPSEC) support.
  • Demonstrated ability to interact with senior representatives, both military and civilian, of national intelligence agencies, and knowledge of the structure and policies of those agencies and organizations.
  • Basic understanding of space/counterspace threats & capabilities
  • Demonstrated ability to communicate effectively orally and in writing.
Desired Qualifications
  • Knowledge of the regulations, statutes, and directives governing Intelligence Oversight.
Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills, and abilities necessary to successfully perform and is typically in or directly related to the duties of the position as described above. Experience must be reflected in your resume. 

Position Assignment

This position is a 3-year assignment, with the option to extend for a total tour length of up to 5 years (Two 1-year options). Extensions require MOD leadership and Career Field Manager approval; and are based on mission need and management discretion.

This assignment requires the selected officer to sign an assignment agreement. At the conclusion of the assignment, whether it is 3 years or up to the 5 years maximum, the position's occupant will be required to identify and have been chosen for an onward assignment within the NRO.

Other Information
  • Overtime Statement:  MAY be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays.
  • Travel Statement:  MAY be required to travel in military or commercial aircraft to perform temporary duty assignments.
  • Financial Disclosure:  MAY be required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and will be required to file annually.

Salary

2024 salary range for the Washington, DC area:

GG-12 $99,200 – $128,956. 

GG-13 $117,962 – $153,354. 

**This position is a full performance level DCIPS position. The NRO is accepting applications from U.S. Citizens and current federal government employees for this position.  To qualify for the position, federal government employees MUST currently be at the GG – 12/13 grade level and may ONLY apply for a lateral reassignment at their current grade level and step. Federal applicants who exceed the advertised grade may voluntarily request acceptance at the lower grade per IAW DoD 1400.25 Volume 2006.

Hiring Incentives

The NRO may offer hiring incentives and other entitlements at management’s discretion.

Trial Period

All new DCIPS employees will be required to serve a 2-year trial period.
