1. Develop and implement comprehensive monitoring and evaluation frameworks, systems, and tools to track project progress, outcomes, and impact.
   
2. Lead the design and implementation of baseline, mid -term, and end -line assessments, ensuring data collection methodologies are rigorous and aligned with project objectives.
   
3. Provide technical guidance and support to project teams in the planning, monitoring, and evaluation of program activities.
   
4. Conduct data analysis and interpretation, synthesizing findings to inform programmatic decision -making, strategic planning, and learning.
   
5. Lead the preparation and dissemination of high -quality monitoring and evaluation reports, presentations, and publications for internal and external stakeholders.
   
6. Build capacity within the organization and partner organizations on monitoring, evaluation, and learning methodologies and best practices.
   
7. Collaborate closely with program managers, technical experts, and external partners to ensure alignment of monitoring and evaluation efforts with program goals and objectives.
   
8. Stay abreast of emerging trends, methodologies, and innovations in monitoring and evaluation within the humanitarian sector.
   
9. Ensure protection of participant data and confidentiality during all monitoring, evaluation and research implementation and dissemination processes
   
10. Ensure project compliance with CDC monitoring, evaluation, research and open data policies
    
11. Ensure quality of data through data verification procedures including routine data quality audits and that these are routinely carried out during the project lifecycle
    
12. Cultivate strategic M&E relationships and alliances with monitoring, evaluation and learning counterparts in other CDC projects national institutions, and key stakeholders, leading initiatives to learn from project data and adapt intervention strategies as appropriate
    
13. Develop and oversee implementation of robust context -appropriate systems for data collection, quality assurance, analysis and reporting on activity outputs/outcomes and program quality, compliant with CDC requirements
    
14. Supervise a team of M&E professionals, ensuring high -quality implementation of all monitoring, evaluation and learning activities

• Master's degree or equivalent in development studies, social sciences, statistics, or a related field.
  
• Minimum of 8 years of progressive experience in monitoring, evaluation, and learning within the humanitarian or development sector.
  
• Strong technical expertise in designing and implementing monitoring and evaluation frameworks, systems, and tools.
  
• Experience in quantitative and qualitative data collection, analysis, and interpretation.
  
• Excellent analytical and critical thinking skills, with the ability to synthesize complex information into clear and actionable recommendations.
  
• Strong project management skills, with the ability to manage multiple priorities and deadlines effectively.
  
• Excellent communication and interpersonal skills, with the ability to effectively engage with diverse stakeholders.
  
• Experience working in complex humanitarian settings and/or with international NGOs is highly desirable.
  
• Proficiency in relevant statistical analysis software and data visualization tools.
