Municipal & Water Resources Staff Engineer I (Entry - Level)

We’re seeking a Municipal & Water Resources Staff Engineer I to join our dynamic and professional team in York, PA. At HRG, you’ll contribute to impactful projects to improve public infrastructure while developing your skills alongside experienced engineers.

Key Responsibilities:

• Design & Development: Collaborate on public infrastructure projects, including pavement, storm sewer systems, erosion and sediment control (ESC), and stormwater management best management practices (SWM BMPs)
• Plan Reviews: Perform municipal subdivision, land development, and stormwater management plan reviews
• Permitting and Regulatory Compliance: Prepare drainage, stormwater management, erosion and sedimentation control, and other technical reports for project permits and approvals. Develop permitting applications for agencies like DEP, USACE, and NPDES
• Public Bidding & Contracts: Assist with drafting public bidding documents and administering construction contracts
• Construction Observation: Perform on-site construction observation and prepare reports
• Cost Analysis: Prepare opinions of probable construction costs
• MS4 Reporting: Support the preparation of MS4 annual reports

Requirements

• Bachelor of Science degree in Civil Engineering of related field
• E.I.T. certification preferred
• Course work and/or 0 to 2 years of experience including:

                   o Subdivision

                   o Land Development

                   o Municipal Engineering

                   o Storm Water Management

                   o Regulatory Permitting

• AutoCAD Civil 3D experience/knowledge is a plus
• Previous internship with a consulting engineering firm preferred
• Intermediate proficiency in Microsoft Office Suite and various engineering software (AutoCAD Civil 3D, HEC-RAS, HydroCAD, etc.)
• Team player, possessing strong communication, planning, and organizational skills
• Requires travel to job sites, meetings, and regional offices (Valid US Driver’s License is required)
• Legal right to work in the U.S.
