POSITION SUMMARY
Technical Systems Integration (TSI) seeks a Mid-Level Capability Assessments, Experimentation & Future Requirements analyst to support the Naval Surface and Mine Warfighting Development Center (SMWDC) Headquarters in San Diego, CA. This role conducts comprehensive capability assessments, supports fleet experimentation programs, and develops future requirements to enhance surface warfare readiness. The position requires expertise in requirements development, Program Objective Memorandum (POM) processes, and tactical doctrine development across all surface warfare mission areas.
ESSENTIAL FUNCTIONS
Capability Assessments & Requirements Development
-Support SMWDC HQ, Fleet Forces Command (FFC), Commander Pacific Fleet (CPF), Commander Naval Surface Forces (CNSF), and OPNAV in capability assessments across SMWDC-owned mission areas
-Develop issue papers supporting future requirements to improve advanced training through assessment of investments comparing POM requirements to actual execution and delivery
-Develop plans and programs improving warfighting performance and readiness of surface forces
-Integrate requirements into Surface Warfare Training Committee (SWTC), Integrated Prioritized Capabilities List (IPCL), Fleet Training Wholeness (FTW), and Surface Requirements Group (SURFRG) processes
Documentation & Concept Development
-Review, comment, and draft Fleet Warfighting Concepts of Operation (CONOPS), Concepts of Employment (CONEMPs), and operational requirements documents
-Draft white papers, issue papers, concept papers, impact statements, technical reports, and meeting summaries documenting analyses and SMWDC planning activities
-Support development of Tactics, Techniques, and Procedures (TTPs), Tactical Bulletins (TACBULs), and Trainer Requirements Documents (TRDs)
-Develop Fleet Commander and Force Commander Instructions and related operational guidance
Fleet Experimentation & Analysis
-Develop, contribute, support, and monitor inputs to Fleet Experimentation (FLEX) program to test new technologies, conduct risk reduction measures, and refine tactical guidance
-Produce detailed analysis reports displaying metrics and providing recommended solutions for new technologies
-Support Technical and Modernization Working Groups, Knowledge sharing networks, SURFRG Working Groups, and Surface Warfare Enterprise initiatives
-Provide analytical and technical analysis for impact studies, operational cost/benefit analysis, dependency models, and project tracking
Readiness Assessment & Monitoring
-Evaluate and monitor unit-level mission area readiness and operational capability through direct observation and indirect analysis of performance metrics
-Evaluate Navy Component Commander (NCC), Numbered Fleet Commander (NFC), Joint Maritime Component Commander (JFMCC), and Commander Task Force (CTF) staff readiness
-Monitor trends in operational proficiency and training/readiness shortfalls using SWATT performance results, post-event data analysis working groups, and DRRS
-Conduct analysis of Fleet Wholeness trends and projects, working with Fleet offices to identify operational requirements and determine necessary improvements
Program Management & Budget Support
-Support Fiscal Year data calls with emphasis on Program Objective Memorandum (POM) Department of Navy (DON) and President's Budget activities
-Evaluate and provide feedback on surface force mission area continuums (AMW, IAMD, MIW, Surface ASW, SUW) annually prior to POM submission
-Provide expertise in program planning and risk identification with recommended management and mitigation activities
-Compile, analyze, and consolidate technical information into clear documentation supporting programmatic performance metrics analysis
REQUIRED QUALIFICATIONS
Experience:
-10+ years of recent experience as a qualified Surface Warfare Officer (SWO)
-5+ years of recent experience in technical writing, writing Project Objective Memorandum (POM) issue papers, dualies, CONOPS, CONEMPs, or similar documents
-3+ years of recent experience in the acquisition community or with the Government's POM process
Required Technical Skills:
-3+ years of recent proficiency with Adobe Acrobat and Microsoft Office Suite Applications (PowerPoint, Excel, Word, Teams, Outlook, SharePoint)
-3+ years of recent experience in technical writing, developing doctrine, tactics, techniques and procedures (TTPs), or similar documents
-Knowledge of Department of Defense acquisition processes and budget development
Required Competencies:
-Strong analytical and technical writing capabilities
-Understanding of surface warfare mission areas and fleet readiness assessment methodologies
-Experience with capability assessment processes and requirements development
-Ability to synthesize complex technical information into clear, actionable documentation
PREFERRED QUALIFICATIONS
Technical Expertise:
-Warfare Tactics Instructor (WTI) qualification in AMW, ASW/SUW, or IAMD
-Aviation Officer qualification acceptable
-Experience with Fleet Experimentation (FLEX) program development and execution
-Advanced knowledge of DOTMLPF analysis methodologies
Domain Knowledge:
-Experience with Fleet Collaborative Team (FCT) processes and Warfare Improvement Program (WIP)
-Knowledge of Surface Requirements Group (SURFRG) and Integrated Prioritized Capabilities List (IPCL) development
-Understanding of Fleet Training Wholeness (FTW) and readiness assessment processes
Professional Background:
-Experience supporting OPNAV staff, Fleet Forces Command, or major type commands
-Previous assignment to acquisition community or program management offices
-Background in requirements development, capability assessments, or fleet experimentation programs

COMPLIANCE REQUIREMENTS
-Security Clearance: SECRET (current and active)
-Citizenship: U.S. Citizenship required
-Background Check: NCIS background check required
-Travel Requirements: Moderate travel up to 25% for meetings, conferences, and fleet assessments
PHYSICAL REQUIREMENTS
-Ability to work in standard office environment with extended periods of computer work
-Extended periods of detailed analysis and technical writing tasks
-Ability to attend meetings, conferences, and collaborate in various work settings
WORK LOCATION
Primary Location: Naval Surface Mine & Warfighting Development Center HQ
4170 Norman Scott Road, Bldg 3232, Suite 4, San Diego, CA 92136
Work Schedule: Monday-Friday, 0730-1600 (40-hour work week)
Occasional extended hours during budget cycles and major assessments
