Job Description - NDT- Fluorescent Penetrant Internal Level 3

Position Reports To: General Manager with a dotted line to the Site Level Quality Manager


Job Status: Onsite, Full-Time
Location: Lynwood, CA 90262
Pay Range: $20.30 – $27.00 per hour (DOE)

ESSENTIAL JOB FUNCTIONS AND KNOWLEDGE BASE: 



  • Ensures the technical integrity and operational effectiveness of the site-level NDT department. While serving as the site Responsible Level III, the position reports to the site Production Manager for operational output, and to the site Quality Manager and delegated Responsible Level III supporting the assurance of full compliance with NAS 410 requirements. 

  • Uphold the highest standards of ethical behavior by ensuring integrity, impartiality, and professionalism in all NDT activities, decisions, certifications, and interactions. 

  • Maintain qualification at a minimum of Level 2 in the required method(s), meeting all Level 2 job requirements prior to progressing to in-house Level 3 qualification. 

  • Ensure compliance with all applicable specifications (customer, OEM, Nadcap, and internal). Provide technical interpretation of specifications, customer requirements, and engineering changes, serving as a technical liaison between production, engineering, and quality. 

  • Support and participate in Nadcap audits, corrective actions, and root cause analysis.  

  • Support customer audits and respond to technical inquiries as needed. 

  • Verify the accuracy of Purchase Orders and Certificates of Compliance prior to approval, including those related to periodic testing (e.g., IGA/EGP), calibrated equipment, consumables (penetrants/developers), and related items. 

  • Audit the review and approval system at scheduled intervals and report results to appropriate leadership. 

  • Verify inspector readiness through internal audits, follow-up actions, and ongoing performance monitoring.  

  • Review daily PM/System Check logs and evaluate operator testing results to identify performance trends and improvement opportunities. Ensure proper documentation of inspection results and maintain accurate records for compliance and traceability.  

  • Verify calibration and functional checks of NDT equipment. Maintain documentation of equipment performance and coordinate with maintenance or calibration teams as required.  

  • Ensure inspectors have the necessary resources, materials, equipment, and proper inspection tools to meet daily production and quality objectives. 

  • Lead the implementation and management of System Performance Panels (i.e., TAM/KDS), including development of baseline systems and ensuring proper use by NDT personnel. 

  •  Monitor and ensure timely completion of required vision exams, performance reviews, certification testing, and other qualification related activities. 

  • Update, review, and create procedures, techniques, forms, and test documentation to maintain compliance and operational efficiency, while supporting document control processes. 

  • Plan, schedule, and coordinate personnel activities related to processing, testing, training, vision exams, and other relevant events. Provide schedules and plans to management and the Responsible Level III upon request. 

  • Maintain training records and qualification files. 

  • Mentor and support NDT staff in daily production activities, corrective actions for NCRs, and the development and implementation of lean improvement initiatives. 

  • Ensure safe handling and storage of chemicals, penetrants, developers, and equipment. 

  • Perform additional duties as assigned. 


QUALIFICATIONS 



  •  Education/Certification: High School Diploma or equivalent, At least 4 years of Penetrant NDT Level II Certification per NAS 410  



  •  Required Knowledge: Meets qualification requirements defined in NAS 410 as a Level III in Penetrant Inspection 

  •  Experience Required: 0-2 years office experience   

  •  Skills/Abilities: Mechanical aptitude, exceptional attention to detail, ability to follow directions and procedures, team work, and strong work ethic   


       


PHYSICAL ACTIVITIES AND REQUIREMENTS OF THIS POSITION 



  • Communication: Ability to speak effectively and communicate clearly 

  • Repetitive Motion: The employee is required to lift, stand, carry, push, pull, and reach for objects exceeding more than 50 lbs.   

  • Computer skills: Word, Excel, outlook and Microsoft office applications in general  

  • Required Vision: 20/25 Snellen and color in accordance with NAS 410 

  • Physical Strength: Must be physically fit to accommodate our objects over 50 lbs.  


WORKING CONDITIONS 


Work will be conducted in the NDT Department. Must be safety oriented and able to wear the appropriate attire and PPE required to for work tasks when on the plant floor  


REQUIREMENTS OF THIS POSITION 



  • Reasoning Ability: Ability to deal with a variety of variables under only limited standardization and supervision 

  • Mathematics Ability: Ability to add, subtract, multiply and divide in all units of measure using whole numbers and common fractions.  

  • Language Ability: Ability to read, analyze, and interpret data. Ability to communicate clearly. 


This position requires access to technical data and information—including specifications, drawings, schematics, blueprints, quotes, planning, work orders, quotes, briefings, and proposals—regulated under the International Traffic in Arms Regulations (ITAR). In accordance with ITAR, this role is restricted to U.S. Persons as defined by 22 C.F.R. 120.15. Valence facilities must verify an applicant’s eligibility to access export controlled information prior to employment and throughout the duration of employment. Employees in this role are required to comply with all export control laws and complete mandatory ITAR compliance training.
