Job Description - NEPA Project Specialist

EDGE Engineering and Science is seeking a NEPA Project Specialist who will work independently and under supervision to prepare environmental documents, primarily Environmental Assessments (EA), Environmental Impact Statements (EIS), and related technical studies related to linear infrastructure (e.g., pipelines and fiber optics), marine and coastal infrastructure, and coastal restoration.  You will work directly with clients and senior staff, as well as internal and external experts in their field of expertise. Additional tasks may include in-field biological surveys depending on experience, preparation of reports or forms, and various other tasks as available.

Key Responsibilities



  • Conduct NEPA impact analyses for a wide range of public projects and develop the appropriate level of NEPA documentation.

  • Assist in the preparation of legally sound NEPA documents (i.e., EISs, EAs, and categorical exclusions) and other environmental compliance documents (e.g., biological assessments).

  • When needed, oversee the preparation of NEPA documents prepared by subconsultants and provide QA/QC for deliverables.

  • Coordinate with local/state/federal agencies and the public in helping clients meet compliance requirements, effectively communicate project details, and record stakeholder input, including developing presentations and facilitating agency and public meetings.

  • Stay updated on the latest developments and best practices in NEPA law, regulation, policy, and guidance.

  • Collaborates with Project Managers, Project Teams, clients, and other stakeholders to integrate environmental considerations into project planning and execution.

  • Provide technical support for environmental permitting processes.

  • Focus on physical and/or social resources, including assessment of impacts on soil, geology, or land/marine use.


Requirements



  • Bachelor’s degree in environmental sciences, geology, planning, or similar. Master’s degree preferred.

  • A minimum of 3-5 years of NEPA experience, or comparable writing and document development experience.

  • Basic understanding of NEPA and the intersection of NEPA with other environmental laws such as the Clean Water Act, the Endangered Species Act, and the National Historical Preservation Act.

  • Ability to effectively manage time to meet deliverable targets and deadlines, work well under time constraints, balance multiple priorities, and track progression of various documents concurrently.

  • Excellent research, analytical, writing, oral communication and organizational skills.

  • Occasional travel.
