POSITION SUMMARY
Technical Systems Integration (TSI) seeks a Mid-Level Operations Analyst with Technical Interoperability expertise to support the Naval Surface and Mine Warfighting Development Center (SMWDC) Surface Warfare Technical Division (SWTD) in Dahlgren, VA. This specialized role focuses on developing Navy network systems, analyzing interoperability, and creating technical documentation to enhance fleet communication capabilities and the effectiveness of joint operations. The successful candidate will leverage extensive experience as a Joint Interface Control Officer (JICO) to advance surface warfare interoperability across combat systems, networks, and joint platforms.
ESSENTIAL FUNCTIONS
Network Systems Analysis & Development
-Review and provide recommendations on content and presentation for new/emerging Navy/Joint network system concepts, tactics, techniques, and procedures publications
-Conduct research and evaluation to support the development of Navy network systems capabilities and interoperability solutions
-Monitor and assess performance of network systems to ensure they meet operational and technical requirements in contested and uncontested environments
-Validate and document that emerging network technologies will close identified interoperability gaps
Technical Documentation & Collaboration
-Make presentations and write technical reports describing objectives, procedures, and results of network systems studies, analyses, experiments, and investigations
-Review and collaborate on Navy technical documentation related to network systems and interoperability capabilities
-Identify, document, and present issues related to command and control between fleet units, systems, and sub-systems across network and communication domains
-Support development of network interoperability technical publications, system documentation, and capability assessments
Joint Interface Control & Interoperability
-Apply extensive Joint Interface Control Officer (JICO) experience with Carrier Strike Group (CSG) deployment experience to enhance fleet interoperability
-Analyze joint and coalition network interoperability requirements and solutions
-Support development of interface control documentation and technical standards for joint operations
-Coordinate with joint and coalition partners to ensure seamless network integration and communications
Operational Data Analysis & Assessment
-Collect, analyze, and interpret operational, tactical, and network system data from fleet units including mission reports and performance metrics
-Analyze data from network exercises and data extraction efforts from real-world, Research, Development, Test & Evaluation (RDT&E), and training events
-Conduct qualitative and quantitative assessment methods to support network readiness, capabilities, and capacity evaluations
-Support performance analysis and metrics development for network interoperability mission areas
Test & Evaluation Support
-Support Navy Test & Evaluation (T&E) processes and contribute to network system testing and validation
-Participate in network interoperability testing events and joint exercises
-Provide technical expertise for network system certification and validation processes
-Document test results and provide recommendations for system improvements and interoperability enhancements
Experience:
-10+ years of military experience and/or relevant industry/government experience with surface navy combat systems, C5I, networks, and weapon systems (minimum 8 years must be military)
-5+ years of experience as Joint Interface Control Officer (JICO) with Carrier Strike Group (CSG) deployment experience
-Strike Group, Fleet, Major Training Command, or Systems Testing Command planning experience
Required Technical Skills:
-Experience with qualitative and quantitative assessment methods supporting war-fighting readiness, capabilities, and capacity evaluations
-Proficiency with Microsoft Office suite (Access, Excel, PowerPoint, Project, and Word)
-Experience in Navy Network Systems development and technical documentation review
-Experience and understanding of Navy Test & Evaluation (T&E) processes
Required Competencies:
-Expert-level knowledge of joint and coalition network interoperability requirements
-Strong analytical and technical writing capabilities
-Understanding of C5I systems, network architectures, and communication protocols
-Ability to conduct complex network system performance assessments and interoperability analysis
PREFERRED QUALIFICATIONS
Technical Expertise:
-Experience with advanced network security protocols and encryption technologies
-Knowledge of joint tactical radio systems and satellite communications
-Familiarity with coalition network integration and foreign military interoperability standards
Domain Knowledge:
-Experience with Carrier Strike Group network operations and tactical communications planning
-Understanding of joint command and control systems and their integration requirements
-Knowledge of Navy network security policies and cybersecurity requirements
Professional Background:
-Previous assignment to major joint commands or coalition headquarters
-Experience with Defense Information Systems Agency (DISA) or Joint Staff communication requirements
-Background supporting network modernization programs or joint interoperability initiatives

COMPLIANCE REQUIREMENTS
-Security Clearance: SECRET (current and active)
-Citizenship: U.S. Citizenship required
-Background Check: NCIS background check required
-Travel Requirements: Moderate travel up to 30% for joint exercises, testing events, and interoperability coordination
PHYSICAL REQUIREMENTS
-Ability to work in standard office and technical facility environments
-Extended periods of computer work and detailed network analysis tasks
-Ability to attend meetings, conferences, and participate in testing events
-Occasional shipboard environment support requirements during exercises and deployments
