GENERAL STATEMENT OF DUTIES
The position will assist in the design, promotion, implementation, and monitoring of all components of Guilford County's behavioral health system of care in collaboration with the designated LME/MCO and entities awarded the state's Medicaid standard and tailored plans. This may include developing and coordinating resources and communications; establishing and leveraging partnerships with the MCO, health plans, and community stakeholders; and actively engaging adults, youth, and families. Acts as the liaison of private, non-profit contract agencies per the North Carolina Department of Human Services Mental Health Division.

DISTINGUISHING FEATURES OF THE CLASS
An employee in this class performs a variety of duties that require advanced knowledge in behavioral health, social work, and an understanding of vulnerable populations that include severe and persistently mentally ill, chronically homeless, veterans, the criminal justice involved, dually diagnosed and/or co-morbid, and families. The employee requires a knowledge base of behavioral health and human services areas within the county and community to respond to immediate crises, evaluate and address acute system issues, and be current on the needs of mental health services. The position exercises discretion and independent judgment in day-to-day interaction with mental health providers and consumer of services; inquiries may involve giving guidance to resolve issues or influencing the resource planning process. Work is performed under minimal supervision and is subject to review and evaluation through conferences, post-audits, personal inspections, written reports and public acceptance.

DUTIES AND RESPONSIBILITIES

Essential duties and responsibilities include, but are not limited to:
Collaborate with county mental health partners to strive toward mental health goals; promote access to care; reduce psychiatric hospital bed overuse; eliminate psychiatric boarding in emergency departments; eliminate the drains on law enforcement resources in the community ; and reduce the fragmentation of mental health care. Engage and prioritize stakeholders to address the needs of the community regarding mental health and wellness.

Assist in navigation and crisis needs by assisting clients in the implementation/development of an effective strategy for suicide prevention plan.

Assist those seeking mental health services in the development of an approach that better aligns care to the unique needs of the individual Assist in the navigation of the preferred strategy for the person in distress that offers services focused on resolving mental health and substance use crises. Coordinate with cultural and ethnic communities, immigrant, and migrant communities to identify behavioral health needs and ways to improve access and engagement in services, addressing access andsafety of those who are experiencing mental health challenges to ensure equitable access. Works with the Department Director to provide ongoing community-wide awareness education to a centralized resource inventory through a robust communication plan. Assist in defining a clear direct responsive pathway to access and navigate services and support aligned with the values of "timely," and "no wrong door".

Collaborate with the data partners toenhance existing databases (Moodle, MCO) and resource maps. Assist in developing and coordinating training for the mental health community of providers, consumers, and county departments. Assist with the preparation of the annual budget by working closely with the leadership team and Budget staff as needed. Prepares, maintains, and safeguards confidential and sensitive information, materials, and files. Maintain all incoming and outgoing office documents in a centralized filing system. Assists with departmental management activities; confers with representatives of other county departments, partners, and state agencies in problem-solving community issues. Support in maintaining social media platforms on behalf of the mental health department. Prepares and interprets recurring administrative reports, such as expenses, budgets, and utilization reports. Assist with the review of contracts and documents for signature from departments and outside agencies. Disseminates information involving interpretation of policies and procedures, rules and regulations, and/or applicable laws, ordinances, and activities. Possess extensive knowledge of mental health and its impact on marginalized communities.

Represent the county at meetings, workshops, in-services, trainings, conferences, and institutes.

Maintain ongoing communication for the Mental Health Department and county staff regarding the implementation funding opportunities. Responds to public inquiries, complaints, requests/suggestions and ensure accurate information is disseminated regarding mental health service and available programs. Performs related duties as required.

RECRUITMENT STANDARDS

Knowledge, Skills and Abilities

Considerable knowledge and ability in stakeholder engagement and facilitation based on the system of care and collective impact frameworks.

Considerable knowledge of the principles and practices of public administration, business administration, and social work Considerable knowledge of modern office procedures, practices, and equipment. Knowledge and ability to analyze, interpret, recommend and implement policy/procedural guidelines. Knowledge of accounting practices and procedures. Knowledge of government operations. Ability to apply accounting and analytical skills to define/solve problems; collect data and assist public with troubles/concerns. Ability to use computer programs to generate reports, and outcomes in a variety of formats to disseminate information to county staff, the public, and the community. Ability to initiate and install programs and procedures and to evaluate their effectiveness. Ability to plan, assign, and supervise the work of subordinate interns and volunteers. Ability to establish and maintain effective working relationships with departmental and County personnel, officials, and the general public.

Typical Qualifications

MINIMUM QUALIFICATIONS

Master's degree in Social Work, OR Bachelor's degree from an accredited school of social work and one (1) year of directly related experience, OR Master's degree in counseling from an accredited college/university in a human services field and one (1) year of directly related experience, OR Bachelor's degree in a human service field from an accredited college/university and two (2) years directly related experience, OR Bachelor's degree from an accredited college/university and three (3) years directly related experience.

Must have possession of an appropriate driver's license issued by the State of North Carolina.

A motor vehicle record (MVR), background check, and drug screening will be conducted on candidates considered for positions.

Supplemental Information

Physical Demands:

Typically, the employee may sit comfortably to do the work. Work requires contact with clients, family members and other professional disciplines and service agencies. Employees work in settings that range from public service buildings, residential facilities, institutions, or home environments. Must possess the visual acuity to prepare and analyze data, operate a computer, and do extensive reading. Must be able to physically perform the basic life operational functions of climbing, balancing, stooping, kneeling, crouching, crawling, reaching, standing, walking, pushing, pulling, lifting, fingering, grasping, feeling, talking, hearing, and repetitive motion.

Must be able to perform medium work exerting up to 50 pounds of force occasionally and/or up to 10 pounds of force constantly to move objects. Mental demands and normal stress regarding achieving work deadlines are present.

Working Conditions:
Environment: The work environment involves normal, everyday discomforts or unpleasantness. The work area has adequate light, heat, and ventilation; the environment is organized and stable. Hazards: Work presents no significant hazards to employees

Driving is Essential
Driving is an essential requirement of this position whether driving a County owned or personal vehicle to conduct county business. Motor Vehicle Reports may be verified for valid driver's license and that the driving record is compatible with the county's driving criteria.

If a personal vehicle is operated for county business proper insurance is maintained as per Guilford County's vehicle use policy.
