Job Description - Operations Manager

Description

Manages operations for Arlington Transit Management and oversees supervision and operators. Under general direction, supervises and coordinates transit activities and operations including management of staff; ensures work quality and adherence to established federal, state and local safety policies and procedures; coordinates assigned activities with other departments, outside agencies and the public; and provides highly responsible and complex staff assistance to the General Manager.

Coordinates operations staff and operational activities for the agency.
Participates in the development and implementation of goals, objectives, policies, and priorities; ensures the most efficient and effective delivery of services.
Establishes schedules and recommends methods for providing transit services including overseeing and reviewing timelines and schedules; identify resource needs; review needs with appropriate management staff; allocate resources accordingly.
Assist in service delivery as needed, including assisting with revenue hours.
Direct, coordinate and review work plan for assigned transit operations services and activities; assign work activities and projects; monitor workflow; review and evaluate policy, procedures; meet with staff to identify and resolve problems.
Oversee transit operations, including all transit safety programs; ensure compliance with applicable federal and state laws and regulations.
Supervise staff preparation for audits/inspection.
Review and evaluate proposed projects and plans; identify impact to transit operations; recommend and implement solutions.
Select, train, motivate, and evaluate transit personnel; provide or coordinate staff training; work with employees to correct deficiencies; implement discipline procedures.
Review complaints regarding transit operations; resolve problems in a timely, effective manner; investigate transit accidents and incidents; prepare reports and maintain necessary records.
Participate in the development and administration of assigned program budget; forecast funds needed for staffing, equipment, materials, and supplies; monitor and approve expenditures; recommend adjustments as necessary.
Aids the General Manager; prepare and present staff reports and other correspondence as appropriate and necessary.
Coordinates operations activities with hose of other departments and outside agencies and organizations.
Attend and participate in professional group meetings.
Perform related duties as requires.

Requirements

MINOR DUTIES AND RESPONSIBILITIES

May be utilized to drive revenue hours during off peak season. Perform or assist with any company or departmental operations, under direction, to maintain work flow. Attends and participates in a variety of meetings and task force groups to integrate activities, communicate issues, obtain approvals, resolve problems and maintain specific level of knowledge pertaining to new developments, requirements and policies. Maintains work area in a clean and orderly condition. Ensure safe operating conditions within area of responsibility. Perform other related duties as assigned.

REQUIREMENTS

Education:

Associates degree or 5 years of progressive responsibility in the transit industry.

Knowledge of:

Operational characteristics, services, services, and activities of transit operations. Transit and transportation compliance regulations. Methods of techniques of transit compliance reporting. Training requirements, methods, and techniques associated with licensing and certification of transit operators. Public relations principles. Office procedures, methods, and equipment including computers and applicable software applications. Principles of supervision, training, and performance evaluation. Pertinent federal, state, and local laws, codes and regulations including requirements of the Americans with Disabilities Act.

Ability To:
Operate all equipment used in transit operations.
Maintain operational compliance with local, state, and federal transit regulations and laws.
Select, supervise, train, and evaluate staff.
Develop, implement, and modify operations safety programs.
Conducts random investigations of operational incidents.
Prepare clear and concise reports.
Operate office equipment including computers and supporting software applications.
Communicate clearly and concisely, both orally and in writing.
Establish and maintain effective working relationships with those contacted in the course of work.

Experience:

Must have valid clean Driver's License for at least seven (7) years. Obtain Texas Class B Commercial Driver's License with Passenger Endorsement and Airbrakes. Two years of supervisory/management experience required.

PHYSICAL REQUIREMENTS

Must pass physical examination including drug and alcohol screen, and background evaluation. Ability to exert up to 100 pounds of force occasionally. Physical activity includes, but is not limited to: driving company vehicles; operating radio, head signs and computer keyboard; handling, holding, lifting passenger packages; hearing passengers' requests; locking, opening, climbing, balancing, bending, squatting, twisting, rotating, kneeling, vision (both near and far), speaking/signaling, reaching, pulling/pushing: right sided acceleration/air brake food pedals; sliding left sided window at driver's seat, mirrors to adjust inside/outside of vehicle; destination sign; sun visor; levers/buttons/switches needed to operate bus/make adjustments to parts of bus during pre-trip inspection; lap seat belt; bus seats up/down to access wheelchair areas on wheelchair accessible buses; emergency hatch to open and close in case of an emergency (rare) or if air conditioning failure; spring releases underneath seats, occasional pushing of wheelchair of at least 100 pounds, reaching below waist, waist to shoulder, above shoulder, repetitive motion of wrists, hands, arms, and/or fingers, unlocking while operating various switches and door handles; operating lift; removing items left on the bus by passengers; seeing that passengers are seated before moving bus into traffic; sitting on seat while driving; standing, walking to operate wheelchair lift; talking to answer passenger questions and to announce destination stops; turning pages of route manual; and writing to document accidents, incidents, vehicle defects, etc.
