The primary function of this position is to oversee and ensure the effective workflow of department operations and ensure established procedures and protocols are followed. Works with Supervisors to assess and address department needs. Works with the Program and Project Directors to ensure contract metrics are met.
Essential duties include (but are not limited to):
- Work closely with Supervisors to ensure all operational, administrative, and compliance functions within the department are executed efficiently.
- Responsible for monthly performance reporting on various operations metrics.
- Responsible for annual SEMAP assessment and oversight on monthly quality control of indicators.
- Resolve matters escalated by staff and supervisors.
- Oversee generation of system reports to ensure staff accountability.
- Review and finalize participant termination.
- Attend and participate in informal hearings on behalf of the housing authority.
- Assist supervisors with identifying growth opportunities for staff and taking appropriate action with staff performance and conduct issues when warranted, including Performance Improvement Plans for underperforming staff.
- Host recurring meetings with supervisors to discuss policy and procedure changes, issues, and concerns.
- Meet with Program and Project Directors weekly to review and discuss program operations and personnel matters anddetermine areas for improvement.
- Review and approve documented internal operational procedures which are consistent with the housing authority Administrative Plan and HUD Regulations.
- Coordinate with finance staff to review monthly and special check runs and investigate returned payments.
- Monitor PBV utilization and implement effective strategies to meet utilization metrics.
- Attend leadership meetings with internal and external stakeholders as required.
- Establish and maintain strong relationships with different department heads, clients, and external partners/stakeholders.
- Responsible for project management and oversight, ensuring deliverables are timely and accurate.
- Oversee administration of new HAP contracts.
- Respond to legal inquiries in a timely manner.
- Ensure compliance with regulatory requirements.

Qualifications/Experience:
- Bachelor’s degree in a related field from a four-year college or university
- At least 5 years’ experience in a supervisor or management role
- Minimum of 1 year experience working with economically and socially disadvantaged individuals and/or families.
