Your Specific Responsibilities:
This is an independent management position which has the responsibility for implementing the program assessment and program evaluation activities for the TB Control Section, ensuring collaboration and communication among the TB managers and coordinators based in local health departments and the TB Control Section in Tallahassee; and supervising the TB surveillance unit and TB data systems unit to ensure timely production of outputs. This position also serves as the FDOH TB Control Section's focal point for Program Evaluation as required by the Centers for Disease Control and Prevention's Tuberculosis Cooperative Agreement. Responsible for the supervision of staff including appraisals, planning, and directing their work, approving leave, having the authority for hiring, and taking disciplinary action or effectively recommending such actions.
Supervise direct reports including motivating, training, providing guidance, and direction. Develops expectations and meets with staff regularly to discuss performance, complete performance reviews, and discipline action. if needed. Maintains vacation and work schedules to ensure proper coverage and completes timesheets. Ensures all staff complete required training and are offered additional training. Administers the TB Control Section's program performance assessment activities and ensures implementation of program evaluation activities. Provides quarterly and annual performance data to the Division of Public Health Statistics & Performance Management. Facilitates annual program review and ensures performance gaps are addressed using the Department's quality improvement methodology. Using program performance data, implements the CHD TB program performance assessment and evaluation process including conducting on-site evaluations to collect best practices and identify gaps in local TB programs which would benefit from a local quality improvement project. This responsibility will require statewide travel.
Assures statewide communication among TB managers and coordinators on TB program activities by conducting monthly calls and regional or statewide meetings. Facilitates problem solving methods to address local and statewide program challenges. Coordinates high profile case management between TB Control Section, TB manager or coordinator and local health department. Coordinates the notification process for Unaccompanied Minor Children between the TB Control Section and area TB manager or coordinator.
Responsible for the supervision of designated staff in the surveillance and data systems units. Assures projects and tasks related to surveillance and data systems are managed appropriately and produce timely outputs. Completes supervisor specific tasks such as coaching employees, discussing performance regularly, completing performance appraisals, identifying, and supporting professional development plans, approving leave and ensuring workloads are evenly distributed, and completes necessary recruitment efforts and disciplinary actions or effectively recommends such actions to leadership.
Participates in the development and revision of FDOH statutes, administrative rules. policies. procedures and guidelines. Participates in the amendment of Florida Statutes or Administrative Rules which govern TB Control statewide. Conducts trainings including participating in the FDOH TB Nurse Case Manager course and assisting as needed with the Southeast TB Center's education programs provided to FDOH employees (e.g., contact investigation training).
Performs and manages detailed and complex research using TB data to identify areas of success and areas needing operational performance improvement. Produces reports and presentations from such research and presents findings to Department leadership and statewide and national audiences as appropriate.
This position acts as the Assistant Section Administrator and serves as the delegated authority in the absence of the Section Administrator.
Performs other duties as assigned by leadership such as participating on national and state working groups related lo TB.

Preferred Qualifications:
At least three or more years' experience with the FDOH, Tuberculosis Program and Florida Tuberculosis System of Care in a program management role.
At least five years of experience working in a state government's Tuberculosis Program, if experience is from outside of Florida.
Valid driver's license. Ability to travel 10% of the time.
Knowledge and experience managing data systems and surveillance teams. Experience analyzing, troubleshooting, and validating data. Experience in developing tools and performing Program Evaluation.
