Operations Research Analyst (Level 1)

Concept Solutions is seeking an Operations Research Analyst (Level 1). The FAA is leveraging data-driven planning to support its E-OSE infrastructure modernization strategy, enabling real-time decision-making and lifecycle analysis of enterprise technologies supporting NAS operations. 

The Operations Research Analyst (Level 1) will develop and manage advanced statistical and simulation models to analyze the performance of legacy NAS systems being onboarded to E-OSE. This position conducts quantitative evaluations of operational scenarios, cost/risk tradeoffs, and infrastructure utilization trends. The analyst supports long-range infrastructure planning, scenario forecasting, and contributes to risk modeling strategies that shape investment and technology alignment. The role requires expertise in analyzing performance data, conducting variance and regression analyses, and supporting enterprise performance frameworks.  This position is contingent upon contract award. 

• 20+ years of relevant experience
• Bachelor’s degree in physical sciences, operations research, or related field (Master’s degree may substitute for Bachelor’s and 3 years)
• Strong experience applying operations research techniques to assess the effectiveness and performance of IT infrastructure and enterprise hosting environments.
• Proficient in developing performance measurement models to evaluate throughput, reliability, latency, and resource utilization of virtualized environments.
• Skilled in quantifying system availability, supportability, and resiliency using real-world operational data.
• Experience applying risk analysis and sensitivity modeling to forecast system vulnerabilities and evaluate the impact of architecture decisions on mission continuity.
• Demonstrated ability to support FAA infrastructure transformation by contributing to test result interpretation, modeling configuration alternatives, and evaluating transition options.
• Knowledgeable in supporting test and evaluation phases by providing data collection frameworks, metrics-based validation, and decision support visualization.
• Familiar with FAA system documentation standards and capable of generating analytic summaries that inform engineering and integration decisions.
