Operations Research Analyst (Level 2)

Concept Solutions is seeking an Operations Research Analyst (Level 2). The FAA’s E-OSE modernization effort is grounded in evidence-based planning and infrastructure analytics that drive the prioritization and deployment of scalable, secure, and resilient NAS support environments.

The Operations Research Analyst (Level 2) will design and maintain decision support models to inform FAA management on risk, cost, and performance outcomes related to E-OSE infrastructure transitions. Key responsibilities include assessing utilization patterns across hosting environments, supporting cost-benefit and break-even analyses for NAS system migration, and applying advanced modeling techniques to quantify performance impacts of infrastructure investments. This role works in close collaboration with engineering and program management teams to shape long-term operational strategies. This position is contingent upon contract award.

• 15–20 years of relevant experience
• Bachelor’s degree in physical sciences, operations research, or related field (Master’s degree may substitute for Bachelor’s and 3 years)
• Demonstrated capability in analyzing infrastructure performance across IaaS platforms, including modeling hosting resource demand and system growth scenarios.
• Skilled in evaluating infrastructure design alternatives through cost, risk, and benefit tradeoff analyses tailored to FAA enterprise environments.
• Experienced in creating tools and simulations that support FAA’s assessment of virtualization and networking technologies in support environments.
• Proficient in quantifying expected impacts of onboarding legacy NAS systems into E-OSE, including downtime modeling, transition overhead, and capacity effects.
• Able to support system lifecycle analysis by applying operations research methodologies to measure system maturity, integration readiness, and support costs.
• Familiar with generating data-driven recommendations for enterprise IT consolidation, security posture evaluation, and support prioritization.
• Strong knowledge of test planning metrics, data logging design, and time-series analysis for performance-based infrastructure assessment.
